Van Milligen, City Manager SUBJECT: Sale of Property at 2300 Washington Street DATE: August 31, 2011 Dubuque kftril All-America City 1111! 2007 Housing and Community Development Department Director David Harris is recommending approval of the sale of property at 2300 Washington Street to Habitat for Humanity. A Bee Branch home located at 324 East 24th Street was purchased by the City, for removal in connection with the Creek realignment project. The Housing Department reached agreement with the Habitat for Humanity organization to purchase this house and move it to another lot, previously purchased by the City at 2300 Washington Street. The structure on this lot had previously been deconstructed by the City, due to its infeasibility for rehabilitation. This lot was subsequently subdivided into two lots, in order to move the home from 324 East 24th Street, and a second City - purchased Bee Branch home located at 320 East 24th. Both homes will be sold to Habitat for Humanity, substantially rehabilitated and re -sold to Habitat families. The lot at 2300 Washington has been subdivided, excavations dug and full basement foundations constructed. The two East 24th Street homes have been relocated. Habitat is now ready to purchase these properties from the City, each at a cost of $1.00. The Housing Department will make a loan of $40 000 on each property to Habitat, for the costs of moving the house, excavation, basement and foundation and installation of utilities. This mortgage will be transferred to the Habitat buyer family at project completion. I concur with the recommendation and respectfully request Mayor and City Council approval. M chael C. Discussion The City purchased the property at 324 E. 24th Street as part of the Bee Branch Re- Alignment Project and recently moved it to 2300 Washington Street. Costs associated with the move are approximately $40,000 which will be loaned to Habitat for Humanity as a mortgage once transfer of title takes place. The City will also remove all lead based paint. All costs will be assumed by the 1st time homebuyer that Habitat places into the property. Action Requested The action requested of the City Council is to approve the attached resolution, authorizing the sale of the 2300 Washington Street to Habitat for Humanity. Attach. RESOLUTION NO. 306 -11 A RESOLUTION APPROVING THE SALE OF REAL ESTATE LOCATED AT 2300 WASHINGTON STREET, IN THE CITY OF DUBUQUE. WHEREAS, the City acquired the property at 2300 Washington Street in connection with the Bee Branch Creek Re- Alignment Project; and WHEREAS, by accepting the selected offer the City's objective of providing first - time homeownership to a lower- income buyer can be realized. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City of Dubuque hereby approves the sale of the following legally- described property: Lot 2 of Bee Branch Subdivision No. 1, in the City of Dubuque, Iowa, according to the recorded plat thereof At the cost of One dollars ($1.00). Section 2. That the City be and is hereby authorized to provide a Special Warranty Deed to the buyer, conveying the City's interest to Habitat for Humanity for the herein described real estate. Section 3. That the City Clerk be and he is hereby authorized and directed to cause said Special Warranty Deed to be recorded in the Office of the Dubuque County Recorder, together with certified copy of the Resolution. Section 4. That the City Clerk be and he is hereby directed to forward a copy of this Resolution to the Dubuque County Assessor and the Dubuque County Auditor. 2011.
