INTRODUCTION
The purpose of this memorandum is to recommend awarding Jim Giese Commercial
Roofing the construction contract for the Pump Room Roof Replacement Project.
BACKGROUND
This contract is for the execution of the construction required to replace the existing
rolled flat roof over the pump room at the Eagle Point Water Plant.
BID RESULTS:
Four (4) contractors bid on the construction RFP for this project. The firms that
submitted proposals are as follows:

The City's consultant firm, 11W Engineering of Dubuque, staff and I are recommending
that the City Council adopt the attached Resolution awarding the Eagle Point Plant
Pump Room Roof Replacement Project to the lowest responsible bidder, Jim Giese
Commercial Roofing of Dubuque, Iowa in the amount of $75,433.
Awarding of this contract is contingent on proper Bid Bonds and City required Insurance
Schedules.

In accordance with City instructions, bids for the Eagle Point Pumping Station Re -Roof Project were
opened and read at 10:00 a.m. on August 23, 2011. Four bids were received for this project. A
tabulation of the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by Jim Giese Commercial
Roofing, Inc. of Dubuque, Iowa, in the amount of $75,433.00. It is our recommendation that the
alternate bid not be accepted at this time as the project was within budget.
Jim Giese Commercial Roofing, Inc. has the experience, workforce and equipment to properly
complete this contract. We recommend award of the Eagle Point Pumping Station Re -Roof Project
to Jim Giese Commercial Roofing, Inc. in the amount of $75,433.00.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR EAGLE POINT WATER
PLANT PUMP ROOM ROOF REPLACEMENT PROJECT - CIP 740 -2206
Whereas, sealed proposals have been submitted by contractors for the Pump
Room Roof Project (the Project) pursuant to Resolution No. 279 -11 and Notice to
Bidders published in a newspaper published in the City of Dubuque, Iowa on the 4th day
of August, 2011.
Whereas, said sealed proposals were opened and read on the 23rd of August,
2011 and it has been determined that Jim Giese Commercial Roofing of Dubuque, Iowa
with a bid amount of $75,433.00, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Jim
Giese Commercial Roofing, and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
