WHEREAS, each year half of the U.S. population is touched by the death of a
relative or close friend; and
the quality of End-of-Life Care is of concern to all of us as we, and
our loved ones, will need End-of-Life Care at some point in the
future; and
WHEREAS, End-of-Life Care is a community concern because services must be
provided for both the dying individual and their loved ones; and
WHEREAS, the City of Dubuque has a substantial elderly population; and
WHEREAS, End-of-Life Care is an employer issue as adult children need leave
from work to care for their dying parents; and
WHEREAS, the Dubuque End-of-Life Care Team, an alliance of Hospice of
Dubuque, The Finley Hospital, and Mercy Health Center, has been
working to improve End-of-Life care within this community; and
WHEREAS, Enhancing End-of-Life Care Month includes a nationally televised
program on Iowa Public Television titled "On Our Own Terms:
Moyers on Dying. "
NOW THEREFORE, I, TERRANCE M. DUGGAN, MA YOR OF THE CITY OF
DUBUQUE DO HEREBY PROCLAIM THE MONTH OF SEPTEMBER 2000, TO BE:
"ENHANCING ENO-OF-L1FE CARE MONTH"
IN THE CITY OF DUBUQUE IN AN EFFORT TO IMPROVE THE QUALrry OF END-
OF-LIFE CARE SERVICES PROVIDED TO INDIVIDUALS IN THE CITY OF
DUBUQUE.
IN WrrNESS THEREOF, I have hereunto
set my hand and caused the Great Seal of

PROCLAMATION: ENHANCING END-OF-LIFE CARE MONTH
WHEREAS, EACH YEAR HALF OF THE U.S. POPULATION IS TOUCHED BY

WHEREAS. THE QUALITY OF END-OF-LIFE CARE IS OF CONCERN TO ALL OF
US AS WE, AND OUR LOVED ONES, WILL NEED END-OF-LIFE CARE AT SOME
POINT IN THE FUTURE; AND,
WHEREAS, END-OF-LIFE CARE IS A COMMUNITY CONCERN BECAUSE
SERVICES MUST BE PROVIDED FOR BOTH THE DYING INDIVIDUAL AND
THEIR LOVED ONES; AND,
WHEREAS, THE CITY OF DUBUQUE HAS A SUBST ANTTAL ELDERLY
POPULATION; AND,
WHEREAS, END-OF-LIFE CARE IS AN EMPLOYER ISSUE AS ADULT
CHILDREN NEED LEAVE FROM WORK TO CARE FOR THEIR DYING
PARENTS; AND,
WHEREAS, THE DUBUQUE END-OF-LIFE CARE TEAM, AN ALLIANCE OF
