Sec. 4.41. Powers-Rule Making:
1'he Airpot't Commission shall promulgate
and put in force such rules and regulations as
shall be deemed necessary and appropriate for
the order, operation, management, control and
supervision of the regional airport. A copy of
such rules and regulations shall be filed with
the Airport Manager together with any amend-
ments thereto; also, copies thereof shall be
posted in two (2) conspicuous places in the
administration building at the regional airport.

Sec. 4.42. Powers-Control Of Funds:
All funds derived from taxation or otherwise
for airport purposes shall be under the control
of the Airport Commission of the City for the
purposes of management, operation and control
of Lhe regional airport and shall be deposited
with the City Treasurer to the credit of the
Airport Commission and shall be disbursed only
on the written warrant or order of the Airport
Commission including the payment of all in-
debtedness arising from the acquisition and
construction of airports and the maintenance,

Each member of the Airport Commission of
the City shall qualify by taking the oath of

Levy:
The Airport Commission of the City shall,
annually, certify the amount of tax within the
limitations of law to be levied for airport pur.

Sec. 4.45. Annual Report:
The Airport Commission of the City shall,
immediately after the close of each Municipal
fiscal year, file with the City Clerk a detailed
and audited written report of all the money
received and disbursed by such Airport Com-
mission during the fiscal year and such report
should be kept on file in the office of the City
Clerk for public inspection. (1976 Code, ~ 4-27)
Sec. 4-46. Appointment; Terms:
(a) The Airport Commission shall have a
membership of five (5) persons: four (4) mem-
bers appointed by the City Council for four (4)
year terms and one member of the City Council
whose term shall be for one year. The initial
appointment of the City Council member shall
expire on January 15, 2001. Such members
shall serve without compensation.
(b) The Commission shall elect from its own
members, a chairperson and a secretary who
shall serve for such terms as the Commission

It has been brought to my attention that a property owner is trying
to have his property on Roosevelt changed from residential to small
business so that he might enter into the canine raising or selling
venture.

I would feel that a venture like this would place undue hardship on
the neighbors by virtue of the noise produced by these animals and
would suggest that this request be considered very carefully with
that in mind.
