RESOLUTION APPROVING THE SUBMISSION OF AN APPLICATION FOR CERTIFIED
LOCAL GOVERNMENT FUNDING TO DEVELOP DESIGN REVIEW GUIDELINES FOR
THE CITY'S HISTORIC DISTRICTS
Whereas, the State Historical Society of Iowa has announced the availability of Certified
Local Government (CLG) Grant Program funds; and
Whereas, the development of Design Review Guidelines is an eligible activity for CLG
funding; and
Whereas, the State Historical Society of Iowa has advised that Design Review Guidelines
are necessary for the renewal of a Memorandum of Agreement between the State and City for
the purposes of conducting local Section 108 reviews; and

Whereas, the City of Dubuque Historic Preservation Commission has reviewed and
endorsed the hiring of a consultant to develop design guidelines for the City's Historic Districts.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the submission of an application for Certified Local Government
(CLG) Program funds to prepare Design Review Guidelines is hereby approved.
Section 2. That the Mayor is authorized and directed to sign and submit said
application to the State Historical Society of Iowa.
Section 3. That the City Manager is authorized to utilize Community Development
Block Grant funds to provide the required local match should the application be approved by the
State Historical Society of Iowa.
Section 4. That the City of Dubuque agrees to abide by all local, state, and federal
requirements applicable to the Certified Local Government Grant Program

A. Goals and Objectives: What do you expect to accomplish with this
project? Your response will be the contract scope of work if your
application is funded.
1. Scope of Work: Provide a detailed, step-by-step description of what
you are going to do and how you are going to do it. Be sure your
description includes the required items for the type of project, as
outlined In PART II of the grant manual.
2. PelSonnel: Specify the professional qualifications for any
consultants to be used In the project. State what services the
consultant would be expected to provide, identify the consultant's
responsibilities In regard to the project. Identify the commission
members, CLG staff and residents who will work on the project, state
their specific responsibilities and the number of hours each will
contribute.

Goals and Objectives

The City of Dubuque is in the process of establishing design review guidelines
that will aid in the preservation of the City's historic buildings and the
designation of local landmarks and districts. Recent inappropriate alterations of
historic homes in Dubuque have pointed to the critical need for Design Review
Guidelines. A task force of local citizens and members of the Historic
Preservation Commission have recommended the development of design review
guidelines for the historic districts. Commissioners and staff discussed that
design review guidelines could make the job of the Commissioners easier and
more efficient. Planning Services staff believe that design review guidelines for
each district would make the job of staff easier and more efficient. Design
guidelines would provide opportunities for streamlined staff sign-offs on certain
types of projects that meet established criteria. Staff and commission have
discussed cases in which staff sign-off is appropriate. An example is the
replacement of an aluminum porch with a wooden porch that matches a porch
shown in an old photograph of the building and that is appropriate for the
structure's period of significance. These guidelines would be formulated using
the Secretary of Interior's Standards for Restoration and Rehabilitation as a
baseline and adding informative illustrations and other aides to help property
owners comprehend and follow the Design Review guidelines. The design
review guidelines will be submitted to the State for review prior to publication to
ensure compliance with Federal guidelines.

The primary goal of the proposed project is to publish a Design Review
Guidelines booklet for distribution to every current DUbuque historic
homeowners and to keep a number on hand to present to future home buyers
and homeowners when they apply for a building permit. There is urgency in
getting this information to the public in Dubuque because every new building
season brings another lost porch, another house with inappropriate new
windows or another house covered with vinyl siding. Much of this "remuddling"
occurs simply because property owners are not well informed about proper
methods and materials for restoration and rehabilitation.
The Design Guidelines Booklet could be created using popular and widely
available desk top publishing and presentation software. The publications will
be made available to other communities for modification and adaption as they
develop design review programs.

Scope of Worlc
.
The project will entail a final review, production and distribution of
Guidelines booklets for community evaluation. Following community input
and review, copies of the design review guidelines will be printed and
distributed. These copies will be 8 W x 11" (final size), one color on
colored paper stock, stapled with cover.
The guidelines will follow the recommended practices set forth in The
Secretary of the Interior's Standards for Rehabilitation and Guidelines for
Rehabilitating Historic Buildings. They will be advertised in the local
newspaper, The Telegraph Herald. In addition, the City Focus (local
newsletter) will be used for promotion.
2. Personnel
Consultant: A design consultant will be contracted to compile the design
review guidelines into a booklet for distribution.
Local volunteers and professionals will be used to develop the guidelines.
All personnel will be familiar with the recommended practices of The
Secretary of the Interior's Standards for Rehabilitation and Guidelines for
Rehabilitating Historic Buildings and will review any appropriate
Preservation Briefs pertinent to the guidelines.

Project Director Laura Carstens, Planning Services Manager, will be
responsible for the administration of the grant and the overall publishing
of the booklet.
Dubuque Historic Preservation Commission - The Commission will
develop and support the design review guidelines.

Volunteers - Preservation Task Force members and any interested local
citizens will serve as project volunteers to aid in the publishing of the
booklet and the distribution of the booklet to all property owners in historic
districts in Dubuque.
Summer Intern - An architecture student could be hired to incorporate
modifications into the final draft of the design review guidelines booklet.
Printer - An initial quote will be secured based on the draft document.
Because of the size and nature of the project, at least two additional
quotes will be solicited before the publication is printed.
Photographer - A photographer will be retained to shoot the on-site
examples to be referenced in the guidelines.

Each year's project must be able to stand alone. Funding of one year does
not guarantee funding of future phases.

This project is part of the Historic Preservation Ordinance (HPO) review and
update currently being addressed by the City of Dubuque. An initial report
completed by the Historic Preservation Commission included a recommendation
that the City Council budget a local match, and then apply for a grant to hire a
consultant to develop design guidelines for the historic districts. Commissioners
and staff discussed that design guidelines could make the jOb of the
Commissioners easier and more efficient. Planning Services staff believe that
designs guidelines for each district would make the job of staff easier and more
efficient. Design guidelines would provide opportunities for streamlined staff
sign-offs on certain types of projects that meet established criteria. Staff and the
Commission have discussed cases in which staff sign-off is appropriate. An
example is the replacement of an aluminum porch with a wooden porch that
matches a porch shown in an old photograph of the building and that is
appropriate for the structure's period of significance.
Additional projects under progress or previously completed include identification
of our architectural resources through the Phase I Architectural/Historical Survey
and Evaluation. Additional areas and structures are targeted for historic
nomination in the future in addition to the existing five historic districts and six
local landmarks.
Additional projects recommended in our HPO report include:
1) Approve a low interest (3%) Historic Preservation revolving loan fund
with: a) $200,000 available at conception; b) $20,000 added each year for
the next five years; and 3) that the City make a commitment to raise
$100,000 through private contributions.

2)
Approve a neighborhood support grant in which the City provides
incentives to do streetscape elements such as landscaping and lighting.
3) Approve a revised Historic Preservation Grant that would increase the
grant amount from $2,000 up to $5,000.

4)
Approve an expansion of the Urban Revitalization Program to include all
historic districts in this program. Presently, only the West 11th Street and
Jackson Park Historic Districts are part of the Urban Revitalization
Program.
5) Approve the allocation of funds for creating a full-time Historic
Preservation Planner in the Planning Services Department.
The current work will be used by the City of Dubuque to help preserve the
historic resources of the community and to help property owners maintain the
historic character and real value of their homes and businesses. The guidelines
are intended to be mandatory in the City's historic districts (upon passage of the
corresponding ordinance). Beyond the limits of the historic districts, however,
the guidelines will be limited to those who re willing to follow them. Public
education and leading-by-example should also have a positive impact towards
influencing the actions of the general public.

The project fulfills several goals and objectives of the Dubuque Historic
Preservation Commission and the community. The publication and distribution
of the guidelines booklets fosters awareness of our architectural heritage and
the importance of its preservation.
Related, but not part of this grant, is the Commission's continuing effort for the
amendment of the Historic Preservation Ordinance. A draft ordinance has been
prepared by the Historic Preservation Commission and the Preservation Task
Force has held a public forum and developed a survey to gather input for this
project. If the adoption of an updated ordinance is delayed, the guidelines will
be a valuable educational tool to guide development in Dubuque.

Past grant contract perfonnance of applicant:

One of the grant selection criteria is the applicant's past contractual
perfonnance. Two applications of equal quality might be scored differently
if there Is a perception that a pervious project effort was either not
completed or was plagued by local administrative problems. This sect/on
gives the applicant an opportunity to dispel any fears on the part of the
review panel or board that past problems will hinder this new effort.
Simply explain what steps have been taken to insure project success. If a
project was canceled, please address the specific circumstances of that
cancellation. If all previous CLG grant projects have been successfully
completed, please state this and discuss the factors that have contributed

The Dubuque CLG has successfully completed the following grant(s):
1) Phase I of the City of DUbuque Architectural/Historical Context Survey
and Evaluation completed July 31, 2000.

This project was completed on-time and all reports were submitted in a timely
fashion. This was accomplished, in part, by involving the Historic Preservation
Commission, the City Council, other City Departments and Commissions and
community citizens.
The City is also beginning work on an Historical Resource Development
Program (HRDP) Grant (Contract No. 00-007) for Phase II of the City of
Dubuque Architectural/Historical Context Survey and Evaluation. This project
has been contracted to James E. Jacobsen, History Pays!, and Molly Myers
Naumann, with a completion date established as January 15, 2002.

INTRODUCTION
This memorandum requests City Council's approval to submit an application to the State Historic
Preservation Office for a Certified Local Government (CLG) grant to develop design guidelines for the
City's five historic districts. A resolution and the application are attached.

The Commission's recommendation in their initial report to the City Council was that the City Council
budget a local match, and then apply for a grant to hire a consultant to develop design guidelines for the
historic districts.
BUDGET IMPACT
The estimated project cost is $13,000. The CLG grant request is for $7,500. The local match of $5,500
would be provided from the CDBG funds budgeted for the City Planning activity for a Seasonal Planning
Intem ($5,000) and the staff support for historic preservation ($500). If the CLG Grant is awarded, the
Planning Services Department would not hire a Planning Intern for the summer. Instead, a consultant
would be retained for this project, with the CDBG funds budgeted for the intern being used for this
project.
RECOMMENDATION
I recommend that the City Council adopt the attached resolution authorizing submittal of the CLG grant
application.
