I wish to encourage you to write a letter of support for the proposed renovation and expansion of Stonehill Adult Center's adult day care program. The increasing population of elderly clients utilizing the services of Stonehill Adult Center is taxing the limits of the present program, making the proposed renovation and expansion project essentiaL As you may know from the letter and poster recently sent to you by Sr. Bertha Boner! of Stonehill, a grant application to the State of Iowa is being prepared which requires a public hearing and letters of support, If funded, this grant would provide a substantial portion ofthe resources essential to help Stonehill finance the balance of the estimated $200,000 cost of this important project for the elderly of our community, The need for the project has been documented and was recently awarded partial funding ($35,000) through a generous grant by the Dubuque Racing Association, It is crucial that our community support this project in the form ofletters that would accompany the grant proposaL In order for Stonehill to include your letter with the grant application, it must be received by Stonehill no later than 4p.m., Tuesday, August 22, 2000. I realize that it is difficult to compose a letter without a starting point. Stonehill Adult Center opened in May 1990 following several years of research documenting the need for adult day care services in the Dubuque community. Since that time, the numbers of clients have steadily increased, presently exct:eding the program's capacity. .:. Stonehill's adult day care program reduces, and sometimes prevents, prematnre institutionalization of the frail elderly in a nursing home. .:. The space available at the Stonehill Adult Center is fully utilized and the need for renovation and expansion is critical. .:. There is a need for: o Expanded handicapped-accessible tub/shower space for clients who need this service to make it possible to remain in their own homes. o Physical and occupational therapy space. o Space for beauty salon to enhance the dignity of the frail elderly. o Office and case management space for the social worker. o Enlarged activity space. o A quiet room in which our clients may rest. o An enclosed patio area so the clients may enjoy fresh air and outdoor activities. The application is for funding from the Iowa Department of Human Services for renovation and improvements in Stonehill's adult day care services. The proposed project does not duplicate, run counter to, or need coordination with any other similar program or project being carried out by the City of Dubuque. This project is consistent with a goal of the Dubuque Comprehensive Plan which is "To work with area providers to promote optimum social and family relationships." One of the stated objectives under this goal is to "increase the opportunities for the elderly to maintain an independent lifestyle." In addition, the City recently completed its 5-year Consolidated Planning Strategy for Housing and Community Development as required by the U.S. Department of Housing and Urban Development. The process of creating the plan included extensive public participation and consultation with service providers in the community. This plan identifies services to seniors as a high priority and includes as an objective "support persons to stay in their homes." The City of Dubuque is very supportive of the proposed project and would encourage the Iowa Department of Human Services to approve Stonehill' s application for renovation and expansion of the Adult Day Care Program.
