SUBJECT: No Parking in Alley Behind the Courthouse
A request was received from the Dubuque County Board of Supervisors regarding
parking in the alley behind the Courthouse at 720 Central Avenue. City staff met with
the Board of Supervisors to discuss their concerns.
City Engineer Gus Psihoyos is recommending that the City Council restrict parking in
the 700 block of the alley between Central Avenue and White Street behind the
Courthouse.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The City has received a request from the Dubuque County Board of Supervisors
regarding parking in the alley behind the Courthouse located at 720 Central
Avenue. Specifically the Supervisors had requested a fifteen-minute parking
restriction in the alley.
DISCUSSION
On Monday, January 31,2005 City staff representing the Parking Division, Police
Department and the Engineering Department met with the Board of Supervisors
to discuss their concerns regarding parking in the alley. The alley is 20-foot wide
and is designated as one-way for southbound vehicles. Five access aisles are
provided off the east side of the alley for the Courthouse parking lot.
The Supervisors' main concern was for pedestrians exiting the Courthouse via
the alley doorway. When vehicles park on the west side of the alley along the
Courthouse building, they compromise the visibility of pedestrians exiting the
building and vehicles that are traveling southbound in the alley. In addition, they
indicated that, depending on the location of parked vehicles, it can be difficult to
enter and exit the access aisles on the east side of the alley. Lastly, they
expressed concern regarding the free movement of vehicles in the alley when
two vehicles parked across the alley from each other.
After discussing alternatives, it was agreed that:
1. Staff would recommend to City Council that parking be prohibited in the
alley.

2. Parking Division personnel would begin issuing tickets for parking
violations in the alley. In addition, Courthouse staff could request a
parking violation book through the Police Department to issue tickets for
parking violations in the alley.
3. If short-term parking becomes an issue, consideration will be given to
changing some of the meter parking in the area around the Courthouse to
20-minute meters.
RECOMMENDATION
Based on discussions with the Dubuque County Board of Supervisors, I
recommend the adoption of the enclosed ordinance to restrict parking in the 700
block of the alley between Central Avenue and White Street.
ACTION TO BE TAKEN
The City Council is requested to approve the ordinance to restrict parking in the
700 block of the alley between Central Avenue and White Street behind the
Courthouse.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
is amended by adding to Subsection (d) of Section 32-262 the following:
Alley, both sides, between Central Avenue and White Street from Seventh
Street to Eighth Street
