Manson Road Bridge Replacement Project (2)RESOLUTION NO. 395-00 RESOLUTION AUTHORIZING THE ACQUISITION OF PROPERTY AT 1650 MANSON ROAD Whereas, the property at 1650 Manson Road, legally described as the Lot 1-2-1-1- 1-1-1-1-2-1-4 of Mineral Lot 501, in the City of Dubuque, Iowa, is needed for the relocation and reconstruction of the Manson Road Bridge; and Whereas, the City and the property owner, John H. Gordon, have agreed to a purchase price of $84,000, in addition to moving expenses and other expenses allowable under federal relocation assistance; and Whereas, the City Council concurs with the purchase of said real estate. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council has determined that it is in the interest of the City to acquire the property at 1650 Manson Road, legally described as Lot 1-2-1-1-1-1-1-1-2-1- 4 of Mineral Lot 501 for the purpose of the relocation and reconstruction of Manson Road . Bridge. Section 2. That the attached plan is hereby determined to be the property acquisition plan for the bridge reconstruction and the realignment of the bridge approaches. Koch, Public Works Director 1/..1;{~ FROM: SUBJECT: Manson Road Bridge Replacement Project INTRODUCTION This letter relates to the purchase of one single-family residence and portions of properties required for the relocation and reconstruction of the Manson Road Bridge. DISCUSSION The Federal Highway Administration has given the City approval of an 80 percent (80%) grant for the replacement of the Manson Road Bridge, and the engineering firm of IIW Engineers & Surveyors, P.C. is currently in the design phase of the project. Construction of the bridge and its approaches is anticipated for Year 2001. In the initial review of the roadway alignments, several factors had been to considered including the effect of any new bridge design on the creek hydrology, and how the new bridge and approaches will conform to the existing homes and surrounding properties. An additional problem is that the existing bridge must be kept in service while the new bridge is under construction. After careful consideration of many alternatives, it appears that the best alignment is as shown on the attached plan, which requires the purchase of one single-family home at 1650 Manson Road. In addition, portions of several other lots would be required as additional right-of-way for the relocated bridge approaches. The City has had an appraisal performed on the property at 1650 Manson Road, and has negotiated a purchase price of $84,000 with the owner of the property, John H. Gordon, in addition to moving expenses and other federal expenses allowable under relocation assistance for such construction projects. .. . ... . RECOMMENDATION The original capital improvement project for the reconstruction of the Manson Road Bridge included funds for right-of-way acquisition, but did not anticipate the acquisition of any homes. Therefore, this matter is being brought to the City Council for specific approval for the purchase of the home, as well as the balance of the right-of-way needed for the project. The attached plan will form the basis of the property acquisition plan which is required by the Federal Highway Administration. I would recommend that the City Council approve the acquisition of the property at 1650 Manson Road for the purpose of reconstructing the Manson Road bridge, and the authorize the purchase of the other various portions of properties needed for the bridge approach relocation. BUDGET IMPACT At this time it is uncertain whether federal funds will be available for the purchase of the home, however, it is necessary that the home be acquired whether or not federal funds are available. If the funds are available, funding will be in the amount of 80 percent (80%) of the total cost of the property acquisitions for approximately $67,200. . The estimate for the bridge project is $857,800, $686,240 (80%) of which is federal aid, and $171,560 in City Road Use Tax Funds (20%). If the purchase of the house is eligible for federal funding, the total federal share would become $753,440, still under the maximum federal funding for the project of $850,000. The local share would increase to $188,360. If federal funds are not made available, the local share would increase to $255,560, and the additional $84,000 would have to be paid for through the Fiscal Year 2001 street program funds. ACTION TO BE TAKEN The City Council is requested to approve the acquisition of the property at 1650 Manson Road for the sum of $84,000. MAK/vjd .
