Van City Manager Milligen FROM: Terry Lambert Acting Chief of (I ".- police SUBJECT: Law Enforcement Block Grant Application INTRODUCTION The Purpose of this memo is to recommend approval by the City Council for an application for the FY 2000 Law Enforcement Block Grant. BACKGROUND The Department of Justice Law Enforcement Block Grants Program allocates funds to agencies based on Uniform Crime Report data as submitted by participating agencies, which includes Dubuque. The FY 2000 funding formula has determined the award for Dubuque to be $32,894. Previous grants have required a 10% local match and although I have not as yet received all available information I am confident the FY 2000 grant will contain the same requirement. In addition, I expect we will have to reduce our award by 10% due to the fact that Dubuque does not provide for the same or better level of health insurance benefits for officers retired or separated from service due to personal injury suffered as a direct or proximate result of action in the line of duty while responding to a hot pursuit or emergency situation. As a result, the actual award would be reduced to $29,604. DISCUSSION The application requires us to allocate the funds among several purpose areas. I propose the following allocation: Overtime $10,000 Crime Prevention 5,000 Equipment 14 , 604 Total $29,604 Service People Integrity Responsibility Innovation Teamwork . . . That would require a match of $2,960, which would come from unencumbered funds within the Police Department budget. RECOMMENDATION I recommend City Council approval for submission of the application which will be accomplished electronically during the application period of August 14, 2000 through September 12, 2000. I would further recommend, if approved a Police Department budget ammendment to cover this grant by creating an account reflecting expected revenue.
