Hazard Mitigation Planning ProcessRESOLUTION # 405-00 WHEREAS, The City of Dubuque would like to develop a Hazard Mitigation Plan and desires to obtain a Planning Grant from the Federal Emergency Management Agency (FEMA); and WHEREAS, The City of Dubuque desires to designate the East Central Intergovermnental Association (ECIA) as it's authorized representative for the planning grant. THEREFORE, BE IT RESOLVED, the City of Dubuque designates and authorizes the East Central Intergovermnental Association, specifically, Mark Schneider, Program Supervisor and Darwin Polk, Project Manager to execute on behalf ofthe City of Dubuque, the Hazard Mitigation Planning Project Grant and to file the application and related documents with the Iowa Emergency Management Division (IEMD) for purpose of obtaining Federal financial assistance. Schneider, City Clerk RESOLUTION NO. 406-00 RESOLUTION GUARANTEEING LOCAL MATCH FOR HAZARD MITIGATION PLANNING GRANT Whereas, the City of Dubuque would like to develop a Hazard Mitigation Plan and desires to obtain a Planning Grant from the Federal Emergency Management Agency (FEMA); and Whereas, the City of Dubuque recognizes the fact that a planning grant from FEMA is a 75% federal/25% non-federal matching source. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The City of Dubuque shall form an agreement with the Iowa Emergency Management Division (IEMD) and FEMA as to the date that said 25% shall be available to be used as match the federal funds awarded and agrees to provide $1,250.00 of local monies to be used as matching funds for the approved planning grant as outlined in the grant application. Van Milligen, City Manager FROM: Pauline Joyce, Administrative Services Manager SUBJECT: Hazard Mitigation Planning Process Mark Schneider from ECIA sent letters to various cities and the county in 1999 discussing the need for preparing Hazard Mitigation Plans for each community in order to insure eligibility for State assistance for repairs in the event of a natural disaster. The Iowa Emergency Management Division and FEMA believe that most communities have historically reacted to hazard damages and relied on government assistance for repairs. Many communities and private properties that have been assisted are "repeat" properties, they suffer similar damages every time there is a storm or flood. Further, there was an effort made in this year's legislature that would remove some or the all of the state's share of funding to communities in the event of a natural disaster unless the community has committed to this planning process. The intent of the Hazard Mitigation planning process is to assist each community in being proactive and addressing the potentials for hazards to the extent possible. To help prepare communities for this anticipated planning requirement, ECIA has reserved funding with the Iowa Emergency Management Division to cover 75% of the cost of assisting communities with preparation of these plans. Per the funding formula, one half of the local match can be made of in-kind match which is typically time spent by a City Planning Committee on the project. For the City of Dubuque, the projected cost of the planning and document preparation process is estimated at $5,000 and will be funded with $3,750 of ECIA grant and $1,250 local share. The local share will consist of staff time involved in the planning effort of $625 and cash contribution of $625. The action step if for City Council to approve the attached resolution stating the City of Dubuque shall enter into an agreement with the Iowa Emergency . . . Management Division and FEMA as to the date that said 25% shall be available to be used to match the federal funds awarded and agrees to provide $1,250 of local monies to be used as matching funds for the approved planning grant as outlined in the grant application.
