Whereas,
our nation's greatest promise has always been the chance to build a
better life; and
Whereas,
for America's working families throughout our history, owning a home
has come to symbolize the American Dream; and
Whereas,
expanding homeownership will strengthen our nation's families and
communities, strengthen our economy, and expand America's middle
class, and will prepare our nation to embrace the rich possibilities of
the twenty-first century; and
Whereas,
homeownership has been enhanced by a growing economy and
stable, affordable interest rates, and by the work of Dubuque area
community organizations in partnership with the public and private
sector.
NOW, THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF DUBUQUE, IOWA, DO
HEREBY PROCLAIM THE WEEK OF JUNE 3-10, 2000 AS:

IN DUBUQUE, AND ALL CITIZENS, PRIVATE INDUSTRY, COMMUNITY GROUPS

Subject: National Homeownership Week, June 3-10, 2000
Homeownership Week marks the anniversary of the national Partners in Homeownership,
formed in response to President Clinton's challenge to the housing industry in 1994 to
develop a National Homeownership Strategy and ultimately increase homeownership to a
rate of 67.5% nationally. This year, National Homeownership Week will take place from
June 3rd'101h
National Homeownership Week is an annual event in Iowa co-sponsored by HUD, FNMA,
national, state and local realty, lending and home-building organizations.
We are asking that your Mayor issue a City Proclamation of Homeownership Week, a
sample of the required language is attached. After signature, please return the signed
proclamation to us with a report of any media and homeownership event surrounding the
signing. Also included with our letter is an Event Registration Form for you to complete and
a sample media Op-Ed piece from the planning guide for your use.
Shortly you should be receiving a copy of the National Partners in Homeownership Tool Kit.

Mayor (name of mayor) has officially proclaimed the week of June 5th through 12th as
Homeownership Week in (name of community). During this week, (name of
community) and the nation celebrate the anniversary of the National Homeownership
Strategy developed to increase the number of homeowners across the country. Last
year, the national homeownership rate reached the highest in history. In (name of
community), the current homeownership rate is (get from local CD director)%, according
to (name of CD Director), local community development director.
(A second paragraph could be devoted to a local public event intended to showcase
and highlight homeownership in the community, possibly a rehabilitation of an older
