WHEREAS, the Independent League provides a top level of baseball competition
for boys ages 8 through 15 in which approximately 800 boys
participate; and
WHEREAS, the Independent League is a non-profit organization organized,
managed, coached and officiated by adult volunteers, stressing
sportsmanship, participation, hard play and developing baseball and
personal skills to a high level both as a team and as an individual;
and
WHEREAS, the Independent Baseball League annually sponsors a Youth
Baseball Tournament for 10, 12 and 14 year old teams the second
weekend in June. This tournament draws teams from an area
encompassing a 200 mile radius from Dubuque and provides a high
calibgr of baseball compgtition for gveryong in thg Tri-State area to
observe and enjoy. Approximately 1600 boys have participated in
this tournament annually in the past.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MA YOR OF THE CITY OF

Dear uttle League Participant,
Welcome to the 1999 RISING STARS TOURNAMENT, which is sponsored in the
City of Dubuque by the Dubuque Independent Baseball League. The City of Dubuque
is proud to have a great organization like the Dubuque Independent Baseball League
working in the Little League Program. In excess of 800 youth each season, for over
thirty years, have enjoyed quality recreation and educational experiences in baseball
through the efforts of this organization.
This is a F;ne tournament. I hope you 'will enjoy your experiences in it, share in
the fellowship of new found friends, and grow in your skills and knowledge of the game..
Your involvement will lead you to discover that the City of Dubuque is a fun place, mJed
with many activities to be enjoyed. My thanks to you for participating in this great
tournament, and for being part of our community's SPIRIT.
