The Honorable Mayor and City Council Members:
RE: Barge fleeting on City Island proposed to the City of Dubuque from Archer Daniel
Midland d/b/a Dubuque Harbor Service located in Dubuque, Iowa.
Back in July of 1983, I proposed barge fleeting on City Island to the City of Dubuque My
request was denied for the following reasons:
I. Disfavor with location to Dog Track Facility
2. Location to water- orientated recreation.
3. Political disfavor with location to commercial recreation - zoned property.
At the present time, further disadvantages have developed, mainly beautification of our
city river front.
Economically looking at the proposal, I must agree the City Island location and distance to
the elevators is ideal. Currently operating a fleeting service in the Dubuque area, I feel there is
adequate fleeting below the city river front at Catfish fleet and Dove Harbor above the railroad
bridge to accommodate the Dubuque elevators. In Dove Harbor, Newt Marine has a 9 barge fleet
and Dubuque Harbor Service has a fleeting area of approximately 10 to 12 barges With planned
rotation of barges from Catfish fleet located at mile 576.5 to Dove fleet at mile 580.1 the harbor
services can keep fleeting away from the city river front.
With the loss of Dubuque Harbor Services fleet near the flood gates, I feel Newt Marine
and Dubuque Harbor Service now become competitive again. We will both have fleeting areas
located equal distances from the elevators. I am not in favor of the City Island fleeting proposal,

but should this pass, as a business man I must request 50% of the proposed City Island fleet.
