Honorable Mayor and City Council:
This letter reports the comments of the Community I>evelopment Advisory Commission on the
allocation ofCI>BG funds as a match for the Round 8 HtJI) lead-based paint hazard reduction
grant. The Commission met on Tuesday May 16,2000 to discuss this matter.
Kathy LanIb, Senior Housing Inspector, reviewed for the Commission the proposed application
for a three-year program totaling $2,719,719 million for continuation of the primary lead-based
paint poisoning prevention program which is being offered in Census Tracts 1,2,5,6,7.01 and
7.02. The grant requires a 10% matching contribution. As part of the match, $60,000 of
Community I>evelopment Block Grant (CI>BG) funds per year is being requested for Fiscal Years
2002,2003 and 2004.
The Consolidated Plan for Housing and Community I>evelopment approved on May 1, 2000 for
the years 2000-2005 has identified the need for lead paint hazard abatement as an appropriate use
ofCI>BG funds. $60,000 had been allocated in Fiscal Years 1998, 1999 and 2000 as a match for
the $3.69 million HtJI) Lead Based Paint Hazard Control Grant awarded in 1996.
The Community I>evelopment Advisory Commission has voted to endorse the Lead-Based Paint
Hazard Reduction Grant and recommend allocation of $60,000 ofCI>BG funds for FY 2002,
2003 and 2004 for this project pending the receipt ofCI>BG entitlement funding.
