Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Staff reviewed the submitted plat of survey, noting that it facilitates development of a
new commercial building and dedicating right-of-way for John F. Kennedy Road.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that approval of the plat
will not adversely impact adjacent property.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

RESOLUTION NO. 54 -05
A RESOLUTION APPROVING THE PLAT OF SURVEY LOT 1 AND LOT A OF
YUAN PLACE IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey Lot 1 and Lot A of
Yuan Place in the City of Dubuque, Iowa; and
Whereas, upon said Plat of Survey appears a street to be known as John F.
Kennedy Road (Lot A), which the owners by said Plat of Survey have dedicated to the
public forever; and
Whereas, the Plat of Survey has been examined by the Zoning Advisory
Commission and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating to it
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedication of John F. Kennedy Road (Lot A) as appears upon
said Plat of Survey, be and the same are hereby accepted; and
Section 2. That the Plat of Survey Lot 1 and Lot A of Yuan Place is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said Plat of Survey.

INTRODUCTION
The submitted plat ofsurvey for Lot 1 and Lot A of Yuan Place consolidates several lots
into Lot 1, while Lot A is dedicated to the City of Dubuque as part of John F. Kennedy
Road right-of-way.
DISCUSSION
The submitted plat of survey consolidates several existing lots, including Lot 1 of 2 of
Yiannias Place NO.3 into a single parcel, Lot 1 Yuan Place. This parcel is the site of a
new multi-tenant commercial building being constructed by the Yuan Partnership.
The submitted plat of survey also dedicates approximately 9,000 square feet to the City
of Dubuque to be used as part of the John F. Kennedy Road right-of-way. This lot
layout was a hold-over from the original platting of this property when it was in the
county. An easement has been in place to allow the use of this property as part of the
John F. Kennedy Road. However, with the replatting of this property, the applicant has
consented to platting this area and dedicating it as City right-of-way.
RECOMMENDATION
Planning staff recommends that the plat of survey of Lot 1 and Lot A of Yuan Place be
approved as it is in substantial compliance with the City of Dubuque Subdivision
Regulations.
