SUBJECT: Regional Economic Development Group: Marketing Grant
ECIA met with economic development professionals and local officials, from our five county-
area, in DeWitt on January 25, 2005. At the meeting, ECIA was asked to prepare an application
for a Collaborative Economic Development Marketing Grant from the Iowa Department of
Economic Development (IDEO). The project was discussed with staff at IDEO and we were
encouraged to apply. Funding will be used to develop a regional marketing program with the
goal of increasing employment opportunities. The program activities are outlined in the attached
information.
Grant funds will provide $175,000 over three years. In addition, the local area must provide
matching funds of $175,000, and pledge an effort to continue the project after the initial three
year period. A significant portion of the local match will be provided by ECIA and the Greater
Dubuque Development Corporation (GDDC). However, other funds must be provided locally.
I have written a memo, which is enclosed, to those in attendance at the January 25 meeting
outlining the amount of local funding needed. It is possible you may be contacted by one of
these persons. In any case, on behalf of the Regional Economic Development Group, I invite
your participation in the project. I believe the enclosed memo will answer many of your

Backgrollntl: Over these past several months and at the request of area economic development
professionals, ECIA has arranged meetings for a Regional Economic Development Group,
Attendees included local governments, economic development OTgl'ni711tions and other interested
parties in the five-county region. The meetings provided a forum for the exchange and sharing
of information. However, there was consensus that, in addition to simply meeting, we should
combine our efforts to Dromote economic development on a regional basis. A Steering
Committee was formed to consider cooperative efforts and a funding mechanism for the
proposed actions developed.
Proposal: On January 25th, the Steering Committee presented to the Regional Economic
Development Group a list of cooperative actions that should be undertaken. In summary these
actions include
I) Maintain a regional database of available resources,
2) Create a region-wide local industry program,
3) Use the ECIA web site to link economic development organizations in the five-county region,
4) Coordinate regional studies such as labor shed studies,
5) Develop a regional marketing strategy/plan,
6) Promote job opportunities,
1) Consider development of a Venture Capital Fund,
8)Utilize Geographical Information Systems (GIS) and other sources to promote business
development in the region (Economic Gardening).
A more detailed explanation of these activities is attached.
Implementation: The Group directed ECIA to apply for a Collaborative Economic
Development Marketing Grant from the Iowa Department of Economic Development (IDED)
to implement the activities shown above. The project was discussed with staff at mED and we
were encouraged to apply. The grant will provide $175,000 over three years, requires a match of
$175,000 and an effort to continue the project after that three year period. Part of the local match
will be provided using existing staff at ECIA and the Greater Dubuque Development
Corporation (GDDC),. These organizations will help with the database, website, marketing
information, and GIS system. However, it will be necesSary to hire one person to work with
local economic development professionals to develop and implement an effective regional
marketing strategy. _

Action: To receive the $175,000 grant over three years; local organizations and governments
must provide a match of $175,000. Also, to make: the application competitive we propose to
continue the project for a fourth year (one year beyond the expiration of the grant). Fortunately,
staff time and materials from ECIA, GDDC and other local economic development organizations
will provide $137,000 of the grant match and one-half ($50,000) of the fourth year costs. This
leaves $30,500 per year for fonr years that must be raised locally. The Regional Economic
Development Group suggested that these costs be requested on a per capita basis as follows:
