Van Milligen, City Manager FROM, G;I D. 8peooo, Le;'''e SeN;"" Me"# SUBJECT: Marshall Park Rest Room Project INTRODUCTION The purpose of this memorandum is to request that the City Council initiate the bidding process for construction of a new rest room building in Marshall Park. DISCUSSION This project provides for replacement of the "pit" rest room building by the play equipment in Marshall Park. At the request of the Arboretum Association the new building will move slightly east to better serve the Packard Pavilion users. The schedule for the project is as follows: City Council initiate bidding process Notice to bidders Receipt of bids Notice of public hearing Public hearing/award contract Complete project February 21,2005 February 25, 2005 March 24, 2005 March 25, 2005 April 4, 2005 November 1, 2005 The Fiscal Year 2006 C.I.P. budget contains $150,000 for this project. I am asking to bid the project early to allow construction to be completed this construction season. Total project cost estimates are as follows: construction contract design fees TOTAL $ 149,000 5.000 $ 154,000 continued Marshall Park rest room, page two The estimated cost is slightly higher than the budget estimate because when we changed the location of the building, it resulted in additional cost for fill dirt, sidewalks, and steps. ACTION STEP The action requested is for the City Council to adopt the attached resolutions giving preliminary approval of plans and specifications, ordering bids, and setting the date of public hearing. NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, that on the 4th day of April, 2005, a public hearing will be held at 6:30 p.m. in the Public Library Auditorium, at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and cost of said improvement, and the City Clerk be and is hereby directed to cause a notice of time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be not less than four days nor more than twenty days prior to the day fixed for its consideration. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, contract, or estimated cost of the improvement. BE IT FURTHER RESOLVED, that the amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the notice to bidders hereby approved as a part of the plans and specifications heretofore adopted. That the City Clerk is hereby directed to advertise for bids for the construction of the improvements herein provided, to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall not be less than four days nor more than forty-five days prior to the receipt of said bids at 2:00 p.m. on the 24th day of March, 2005. Bids shall be opened and read by the City Clerk at said time and will be submitted to the Council for final action at 6:30 p.m. on the 4th day of April, 2005. Said proposed plans, specifications, form of contract and estimate of cost are now on file in the office of the City Clerk.
