As a result of the severe storm event that occurred on July 27 and 28, the existing
bridge and watermain along Manson Road sustained significant damages due to the
historic flooding conditions that occurred. Various portions of the bridge substructure
and approaches have been undermined as a result of the high velocity floodwaters.
The upstream and downstream embankments on both sides of the bridge have been
severely eroded. The velocity of the floodwaters also created a scour hole 14 feet deep
on the south side of the bridge which impacted the watermain creek crossing, causing
the 8 -inch ductile iron pipe waterline to fail.
As of this time, a detailed cost estimate has not been developed for the bridge and
watermain repairs. Initial projections are that repair costs could range in the magnitude
of $300,000 to $400,000.
As a result of the Presidential Declaration (DR- 4018 -IA) for public assistance, FEMA will
participate in 75% of the eligible permanent repair work. The City will be responsible for
15% of the cost and the State will be responsible for 10% in funding assistance.
In the interest of public safety and welfare, City Engineer Gus Psihoyos recommends
City Council approval to initiate an emergency repair project so that the necessary
bridge repairs can be made and that the watermain be reconstructed to restore water
service and fire protection.
Since IIW Engineers & Surveyors are the engineer's of record for both the existing
watermain and bridge that were constructed in 2003, it is recommended that IIW be
retained to provide consultant engineering design and construction services for the
emergency repair project, for an anticipated cost of $50,000.

This memo requests the City Council to approve the attached resolution authorizing
emergency repairs to the bridge and watermain along Manson Road.
BACKGROUND
As a result of the severe storm event that occurred on July 27 -28, the existing bridge
and watermain along Manson Road sustained significant damages due to the historic
flooding conditions that occurred. Various portions of the bridge substructure and
approaches have been undermined as a result of the high velocity flood waters. The

DISCUSSION
As a result of the damages sustained by the bridge and watermain along Manson Road,
emergency repairs are required to repair the bridge and reconstruct the watermain to
restore fire protection services to the Manson Road and Tymber Hyrst subdivision area.
Currently, there is a temporary water service in -place which provides potable drinking
water to the impacted area; however the fire hydrants are not in service. The existing
bridge has been reduced to one lane of traffic.
On August 30, 2011, the City of Dubuque and Dubuque County received a Presidential
Declaration (DR- 4018 -IA) for public assistance.
The City has retained the services of IIW Engineers & Surveyors to provide preliminary
damage assessments and to advise the City on recommended repair alternatives.
RECOMMENDATION
City staff recommends that an emergency repair project be initiated so that the
necessary bridge repairs can be made and that the watermain be reconstructed to
restore water service and fire protection.
Additionally, since IIW Engineers & Surveyors are the engineer's of record for both the
existing watermain and bridge that were constructed in 2003, city staff is recommending
that IIW be retained to provide consultant engineering design and construction services
for the emergency repair project.

ACTION TO BE TAKEN
The Engineering Department requests approval of the attached resolution by the City
Council in the interest of public safety and welfare so that emergency repairs can be
made to the bridge and watermain along Manson Road through adoption of the
attached resolution.

RESOLUTION AUTHORIZING EMERGENCY REPAIRS TO THE BRIDGE AND WATERMAIN
ON MANSON ROAD AND TO RETAIN THE SERVICES OF IIW ENGINEERS &
SURVEYORS, PC TO PROVIDE ENGINEERING CONSULTANT SERVICES
Whereas, the Manson Road bridge and watermain are need of repair due to the July 27-
28, 2011 severe storm event; and
Whereas, Iowa Code § 384.103 provides that when emergency repair of a public
improvement is necessary and the delay of advertising and a public letting might cause serious
Toss or injury to the city, the governing body shall, by resolution, make a finding of the necessity
to institute emergency proceedings and shall procure a certificate from a competent registered
professional engineer or architect, not in the regular employ of the city, certifying that
emergency repairs are necessary, and that in that event the governing body may contract for
emergency repairs without holding a public hearing and advertising for bids; and
Whereas, the City Council finds that the damaged condition of the watermain and bridge
along Manson Road constitutes an emergency and that an emergency repair is in the best
interest of public welfare and safety and the delay of advertising and a public letting might cause
serious loss or injury to the city; and
Whereas, the City has procured a ,certificate from IIW Engineers & Surveyors, PC, a
competent professional engineer registered in the State of Iowa, not in the regular employ of the
City, certifying that emergency repairs to the bridge and watermain are necessary.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The City Council finds that it is necessary to institute emergency
proceedings to repair the bridge and watermain along Manson Road.
Section 2. The City Manager is hereby authorized to proceed with instituting such
emergency repairs as provided by law.
Section 3. The City Council approves that IIW Engineers & Surveyors, PC be
retained to provide the consultant engineering services for Manson Road Bridge and Watermain
Repairs Emergency Repair Project.
