Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendations for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $37,500 for the City of Dubuque for two 60 TB servers to provide storage and
backup of the media files generated by the Cable TV Division and $23,500 for
Mediacom to replace and upgrade equipment in the public access studio.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward two recommendations from the Cable TV Tele-
Programming Commission for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, currently has a balance to be awarded of
$200,906.
At its meeting yesterday, the commission approved two requests for funding. The first request,
from the City of Dubuque, is for up to $37,500 for two 60 TB servers to provide storage and
backup of the media files generated by the Cable TV Division. The second request, from
Mediacom is for up to $23,500 to replace and upgrade the equipment in the public access
studio.
The grant applications are attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

for the Cable TV Division's growing library of video clips. This solution replaces the five- year -old storage
server, doubles the storage capacity to 60 TB, and provides a way to back up the files. The new server
has faster drive speeds which will help when editing with clips directly from the server (rather than
copying the files to the local editing computer).
Describe how the community will benefit from your request:: The community will benefit from a larger
library of archived video files, by increased speed in using the files, and from the security of having
backed -up files should something catastrophic occur to the server itself or the building in which it's
housed.

Provide a general description of what you are requesting and why:: Mediacom is responsible for providing
production equipment for videotaping in a studio environment and on location. In February of 2005, (5)
Canon Elura -70 Mini -DV Camcorders were purchased to allow PEG producers the ability to check out
these cameras and shoot in the field. After five years of rigorous use, the cameras were in serious need
of repair. We began checking out our Sony Z -1 cameras to certain individuals and groups to fill the void of
the Elura camcorders.
The purpose of this grant request is twofold. First, by purchasing the Panasonic Turn -key Production
Studio, we are upgrading multiple aging systems. The studio cameras, which originally were intended to
never leave the building, were taken to other venues to do multi- camera events when the Sony Anycast
was booked. Therefore these cameras saw a little more wear and tear than I would like to have seen.
According to records, these cameras are in the neighborhood of six years old. The camera tripods are the
original tripods that were here when I arrived 17 years ago. The 42" LCD monitor will replace the two CRT
monitors manufactured in 2001. The new system will allow us to have tally lights on the cameras which
we don't have with the current system.
Second, by adding new batteries and LCD lighting to the current Sony Z -1 studio cameras, we have a
better field package for PEG producers to use. The previous Canon camcorders had extremely limited
audio capabilities.
Describe how the community will benefit from your request:: The Panasonic Turn -Key Production Studio
will have eliminate headaches encountered by PEG producers. It will provide better image quality to cable
viewers. It will give greater flexability to PEG producers shooting in the field.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
FOR PEG AND I -NET USE
GRANT AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
MCC IOWA, LLC
This Grant Award Agreement (the "Agreement "), dated for references
purposes the 73r et day of September, 2011, is made and entered into by and
between the City of Dubuque, Iowa ( "City ") and MCC Iowa, LLC, d /b /a Mediacom
Iowa, LLC ( "Recipient ").
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I -Net use; and
Whereas, Recipient has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
RECIPIENT AS FOLLOWS:
1. City hereby awards a grant to Recipient in the amount of $23,500
(the "Grant "), to be administered by City.
2. The Grant shall be used solely for the purpose(s) described in
Recipient's Grant Application, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain
the property of City.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non - commercial purposes.
6. Failure by Recipient to abide by the terms and conditions of this
Agreement may result in forfeiture of the equipment and facilities purchased with
the Grant. City shall provide written notice to Recipient of any such failure and
Recipient shall have thirty (30) days in which to correct such failure. In the event
Recipient fails to cure such failure within such thirty (30) day period, Recipient
shall within ten (10) days thereafter return all equipment and facilities purchased
with the Grant.
