This memorandum is to request execution of the attached Proposal for Site Investigation Services
between the City of Dubuque and Terracon Consultants, Inc. (Terracon) as it relates to the potential
transport of petroleum hydrocarbon- impacted soils from the Water Pollution Control Plant (WPCP)
Modifications Project (Project) to East Dubuque by Tschiggfrie Excavating Co. (Tschiggfrie).
BACKGROUND
As part of their work on the project, site subcontractor Tschiggfrie reportedly disposed of excess
project soils at a location near Frentress Lake Marina in East Dubuque, IL.
The Illinois Environmental Protection Agency (IEPA) investigated the activities and directed
Tschiggfrie to conduct soil sampling to determine the possible impact of the petroleum hydrocarbon
soils.
DISCUSSION
Under this proposal, Terracon initially worked with Seneca Environmental Services, a firm retained by
Tschiggfrie, to conduct and provide results of the soil sampling as required by the IEPA. While the
test results have all shown negative for potential contamination, Terrracon will remain available to
advise the City until the site is formally cleared by IEPA.
As noted in the proposal, Terracon is performing these services at a fee not to exceed $4,000. These
service fees will be funded by the contingency funds of the WPC Plant Facility, Capital Improvement
Project (CIP 7101837). After this fee deduction from the contingency funds, the remaining
contingency balance is $804,081.20.
The proposal has been approved by City Attorney Barry Lindahl.

Terracon Consultants, Inc. (Terracon) is pleased to present the City of Dubuque (Client) with
our proposal to perform environmental services at the location referenced above. We have set
forth our understanding of the work and corresponding scope and fees. If we have
misunderstood any aspect of the work, please let us know as soon as possible so we can
evaluate our scope and make any necessary adjustments.
A. PROJECT INFORMATION
Terracon understands that in conjunction with construction activities at the Dubuque
Wastewater Treatment Plant (WVVfP), Tschiggfrie Excavating (Tschiggfrie) may have
transported petroleum hydrocarbon- impacted soils from the WWTP construction site to the
subject site located near Frentress Lake Marina. The Illinois Environmental Protection Agency
(IEPA) has investigated the reported activities and has directed Tschiggfrie to conduct soil
sampling to determine the nature and characteristics of petroleum hydrocarbon impact, if
present, at the subject site.
Terracon further understands that Tschiggfrie has retained the services of Seneca
Environmental Services (Seneca) to conduct proposed soil sampling activities. In accordance
with the Sampling Plan dated July 22, 2011 Seneca proposes to collect six soil samples each at
Area 1 and Area 2 from the 0.5 to 1.5 foot below ground surface (bgs) interval for laboratory
analysis of volatile organic compounds (VOCs) and polynuclear aromatic hydrocarbons (PNAs).
B. SCOPE OF SERVICES
Terracon will complete the following scope of services.
• Terracon will mobilize an environmental technician, equipment, and supplies to the
project site.

• Terracon will observe, document, and photograph soil sampling activities conducted by
Seneca.
• Terracon will collect split soil samples from each of 12 sample locations for laboratory
analysis of VOCs by EPA Method 8260 and PNAs by EPA Method 8270. Soil samples
for VOC analysis will be collected by EPA Method 5035.
Terracon will transfer the soil samples into laboratory- prepared containers. After packaging
each sample, Terracon will record the sample time on each container label in permanent ink
and place the filled containers in an ice - filled cooler for transport to Environmental Science
Corporation, Mt. Juliet, Tennessee under standard chain -of- custody procedures.
Terracon will clean non - dedicated sampling equipment using an Alconox® detergent wash and
potable water rinse before commencement of the project and before collection of each sample.
Terracon will develop a generic safety plan for use by our personnel during field services. At this
time, we anticipate that all personnel in the work area will require a United States Environmental
Protection Agency (USEPA) Level D work uniform consisting of hard hats, safety glasses,
protective gloves, and steel -toed boots. In the event that Terracon encounters petroleum or
chemical constituents that present an increased risk for personal exposure, it may become
necessary during sampling activities to upgrade this level of protection at additional cost.
We anticipate meeting IEPA and Seneca representatives to perform fieldwork on Tuesday, July
26, 2011. We estimate that our written report can be prepared and mailed from this office within
approximately five working days following the receipt of analytical testing results. Analytical
turnaround time is based on 7 business days from the laboratory receipt of samples. Expedited
laboratory service is available at an additional cost.
Terracon will submit two originals of our report to Client following completion of field activities
and receipt of analytical results. Each report will include the following elements.
• Topographic location map
• Soil boring location map
■ Description of field methods
• Discussion of soil analytical results as compared to cleanup objectives
C. COMPENSATION
Terracon will provide the scope of services presented in Section B on a time and materials basis
with an estimated fee of $4,000. Terracon's estimate is valid for 90 days from the date of this
proposal. Interim invoices may be submitted and will reflect the actual units performed in
accordance with Terracon's Unit Fee Schedule (attached). Itemized costs are for budgeting
purposes and the actual fees may vary upward or downward. Should conditions arise that

Services will be provided in accordance with the Professional Services Agreement (Terracon
Proposal Number 0707218) dated September 10, 2007. Services can be authorized by
