BACKGROUND
Since fall of 2007 The Jule (formerly Keyline Transit) has provided assistance to the
students of the Dubuque Community School District (DCSD) and other Dubuque area
schools, providing fixed route service to help them to and from school.
DISCUSSION
Students who show either a current School ID (middle and senior high students) or a
School Bus Pass (elementary students) can ride one of The Jule's fixed route buses for
free, and otherwise pay a fare of 50 cents.
The agreement, which has already been signed by Michael P. Brannon, President of the
Board of Education, and by Joni Lucas, Secretary of the Board of Education, is now in
need of the signature of the City Manager in order to be complete.
RECOMMENDATION /ACTION STEP
I recommend that the arrangement between the City of Dubuque and DCSD continue
for another year (see attached document). Thank you for your consideration.
AGREEMENT
BETWEEN
THE CITY OF DUBUQUE
AND
THE DUBUQUE COMMUNITY SCHOOL DISTRICT
FOR BUS TRANSPORTATION SERVICES FOR STUDENTS
This Agreement, dated for reference purposes the / day
of �4o/G,,,. , 2011, is made and entered into by and between the City of
Dubuque, Iowa (City) and the Dubuque Community School District (District).
SECTION 1. TERM. The term of this Agreement shall be from August 1, 2011
through July 31, 2012.
SECTION 2. SCOPE OF SERVICES. For the sum of one dollar ($1.00) and
other good and valuable considerations, the City agrees to provide free bus
transportation to District's K -12 students on City's established routes, which routes
City shall determine in its sole discretion.
SECTION 3. TERMINATION. City shall have the right to terminate this
Agreement with or without cause upon sixty (60) days written notice to District.
SECTION 4. RULES AND REGULATION. City shall in its sole discretion
determine the rules and regulations which apply to the bus transportation of
District's students. The District staff will work with City staff to enforce the rules and
regulations.
SECTION 5. PUBLICIZING SERVICE. District agrees to cooperate with City in
publicizing the availability of the service.
