Dear Mayor and City Council Members: The City of Dubuque Zoning Advisory Commission has reviewed the above -cited request. The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request reviewing the project details, noting the addition of beds and a skilled nursing and physical therapy facility. Staff reviewed the request noting the location and square footage of the additions. Staff discussed access, location of available off - street parking and traffic generation. Staff noted that the green space requirements have been met and that a biofiltration cell will be added on the southeast corner of the campus. There were no public comments. The Zoning Advisory Commission discussed the request, and felt it was appropriate. Recommendation By a vote of 4 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Purpose: To permit construction of a four -story skilled nursing addition and a one -story therapy center on the campus. Property History: Prior to 1975 the subject property was zoned MF Multi- Family Residential. In 1976, the property was rezoned to ID Institutional District as part of the comprehensive rezoning of the City. Stonehill Care Center was constructed at this location in 1976. Physical Characteristics: The subject property comprises approximately 7 1/2 acres, has access off of Windsor Avenue and the property generally slopes toward the southwest. Conformance with Comprehensive Plan: The Comprehensive Plan calls for this area to accommodate institutional uses and encourages compatible and efficient in -fill development and mixed -use neighborhoods. Staff Analysis: Streets: Windsor Avenue services the existing Stonehill Care Center and Adult Care facility. It will continue to serve as access for the proposed expansion incorporating the therapy center and skilled- nursing facility. Windsor Avenue is rated as a collector street north of Davis Street. PLANNED DISTRICT STAFF REPORT 3485 Windsor Avenue Page 2 Sidewalks: Sidewalks already exist along Windsor Avenue and the applicant has indicated on the submitted conceptual plan that a system of internal sidewalks and connecting corridors are proposed to serving the existing and proposed new facilities. Parking: Stonehill is reconfiguring its internal building floor plan and there will be a net increase of 16 new beds with the addition of the skilled nursing facility. They also will be adding three additional staff per shift. Based on the Unified Development Code parking standards, an additional 7 parking spaces are required. There are a total of 206 spaces for the entire facility. Lighting: Lighting will be installed as per City Code. Signage: Signage will be installed as per City Code. Bulk Regulations: All proposed new structures will be built in substantial compliance with the approved conceptual development plan. Permeable Area ( %) & Location (Open Space): The site will exceed the required 20% permeable area. Landscaping /Screening: Landscaping and screening are compliant with the original conceptual development plan as installed along the perimeter of the site. There will be some additional landscaping along the new facility and a proposed infiltration area will add native plantings at the southeast corner of the site. Impact of Request on: Utilities: Existing utilities are sufficient to handle the proposed expansion. Traffic Patterns /Counts: Windsor Avenue is rated as a collector street north of Davis Street. The addition of the new skilled nursing facility and therapy center, while increasing traffic counts along Windsor Avenue, should not significantly affect overall traffic in the neighborhood. Public Services: Existing public services are adequate to handle the proposed development. Environment: Staff does not anticipate any adverse impacts to the environment provided adequate erosion control measures are practiced during construction. PLANNED DISTRICT STAFF REPORT 3485 Windsor Avenue Page 3 Adjacent Properties: The proposed addition will slightly increase the amount of traffic along Windsor Avenue and surrounding streets; however, considering the amount of land being developed, the amount of traffic generated is relatively low compared to multi - family development with a similar number of units. Also, the proposed new skilled nursing facility and therapy center will be installed interior to the continuing education and adult day care facility and childcare center, existing nursing care facility and parking lots; therefore, it should not be highly visible from the adjacent properties and should have limited impact on them. CIP Investments: None planned. Staff Analysis: Stonehill Care Center's submitted conceptual development plan indicates the addition of an approximately 9,500 square foot skilled nursing facility with a 9,000 square foot therapy center attached. The new facilities are located in the center of the Padre Pio Health Center campus located between the existing nursing care facility and the existing continuing education facility and adult day care center and child day care center with enclosed corridors connecting the entire facility. The entire facility will continue to use the existing access from Windsor Avenue and continue to use the existing parking lots. The therapy center will be a single -story building approximately 20 feet in height and the new skilled nursing facility will be 4 stories or approximately 46 feet in height when viewed from the south and 36 feet in height when viewed from the north. The rooms in the existing facility will be reconfigured eliminating some beds so that the addition of the new facilities will net only 16 new beds and 3 additional staff on each shift. The Unified Development Code requires 7 additional parking spaces for the proposed expansion; however, the parking lot configuration will remain the same at 206 total spaces. Staff believes that the existing amount of off - street parking will be adequate to accommodate the proposed expansion. Based on the Institute of Traffic Engineers manual regarding vehicle trips per day, there will be approximately 4.03 vehicle trips per employee per day and 2.6 vehicle trips per bed per day which results in a net increase of 54 vehicles trips per day for the additional facilities. This should have little additional impact on the total amount of traffic using Windsor Avenue and the adjacent intersections. A site plan has been submitted for the proposed facilities and has been reviewed by City Engineering Department staff. They have found that the measures undertaken to manage storm water for the facility will be adequate. The developer has proposed to excavate a small portion, southeast corner of site adjacent to the parking lot to create an infiltration area that will consist of a mix of native vegetation consisting of 250 plants. This will add a landscape amenity and also provide for additional infiltration of storm water. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Title 16 of the City of Dubuque Code of Ordinances Unified Development Code and rescind Ordinance No. 66 -95 and adopting a revised campus development plan for a new nursing and therapy additions for the Padre Pio Health Care Center Institutional District for the following property, to wit: Lot 1 and Lot 2 of Stonehill Community Subdivision No. 2, and to the centerline of the adjoining public right -of -way, all in the City of Dubuque, Iowa. Section 2. That in order to accomplish the purposes of the ID Institutional district and of the Zoning Ordinance, the above - described property is subject to the following conditions and restrictions: A. That the proposed nursing and therapy additions shall be located in substantial conformance with the attached amended conceptual development plan. 2. A maximum height of 50 feet shall be allowed for call campus buildings. 3. That all previously- approved campus development plans are hereby superseded to allow for the attached development plan. C. Site Development Standards The site development standards for this ID Institutional District shall be established as follows: 1. Site plans shall be submitted in compliance with Section 12 Site Plans of the Unified Development Code. 2. New outdoor lighting shall comply with Section 13 -3.1 Site Lighting of the Unified Development Code. 3. That storm water from new facilities shall comply with Section 13 -3.3 Storm Water Management of the Unified Development Code. 4. Landscaping and screening requirements shall be established in accordance with the requirements of Section 13 -4.4 of the Unified Development Code. 5. That new off - street parking spaces shall be designed and constructed in compliance with Section 13 -3.5 Parking Lot Layout of the Unified Development Code. 2. Any significant expansion or reduction in the number of off - street parking spaces must be reviewed by Planning Services staff for compliance with the adopted Padre Pio Health Center Institutional District. F. Transfer of Ownership Transfer of ownership or lease of property in this ID Institutional District shall include the transfer or lease agreement, the provision that the purchaser or leasee acknowledges awareness of the conditionals authorizing the establishment of this district. G. Modifications Any modifications of this Ordinance must be approved by the City council in accordance with zoning reclassification proceedings of Section 9 -5 of the Unified Development Code.
