ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION

Meeting was called to order at 4:30 p.m. following staff assurance of compliance with the
Iowa Open Meeting Law.
Commissioners present: Ellen Henkels, Louise Kames, Marina O'Rourke, Geri Shafer, Sue
Riedel, Julie Steffen
Commissioners excused: Paul Hemmer
Staff Present: Jerelyn O'Connor, Jan Stoffel
Public present: Dan LoBianco
Approval of Minutes of June 28, 2011. Motion by O'Rourke, seconded by Henkels, to approve
minutes. Motion carried 6 -0.
NEW BUSINESS
1. Our Town Grant. Dan LoBianco of Main Street explained about the National
Endowment for the Arts Our Town grant received for the Historic Millwork District. He
worked with City personnel, arts advocates, art non - profit leadership and local business
owners to collaborate on the $100,000 grant. The process will involve: 1) Allocating
expenses to design art areas with business owners and to identify buildings that would
lend themselves best to the art applications; 2) Bringing in art consultants to work as
personnel on the project, to study the feasibility of spaces as work/live areas and to
expand the use of the spaces. Eventually, a part-time permanent position will be
created; and 3) Creating events to draw the community to the area. Per the grant,
activities need to be completed by 2012. Americans for the Arts has extended an
invitation for Dubuque to blog about the process on their website.
2. Selection of officers. It was moved by Riedel and seconded by Henkels to approve
Marina O'Rourke as Chair. Motion carried 6 -0. It was moved by Shafer and seconded by
Kames to approve Julie Steffen as the Vice- Chair. Motion carried 6 -0. It was moved by
Shafer and seconded by O'Rourke to approve Louise Kames as Secretary. Motion
carried 6 -0.
Shafer thanked her colleagues on the commission for their assistance during her two -
year term as Chair. Commissioners thanked Shafer for her hard and diligent work on
behalf of the commission, especially her work to develop Voices, her excellent advocacy
to the City Council and her leadership in moving the scope of the Commission farther
than it had been previous to her tenure.
ITEMS FROM THE COMMISSION
1. August Planning Session. The August Planning session will be held on August 30 at 4
p.m, instead of the regularly scheduled date of August 23 at 4:30 p.m..The planning
session will address updating goals and objectives.

2. Staff Recognition. Commissioners wished to go on record in complimenting City Staff
in their accomplishments during the past year and the level of professionalism and
attention to detail given to all projects.
INFORMATION SHARING
1. Communication to Commission. Fly -By -Night productions sent a thank you for support
of CROWNS through the Special project Grant program.
2. ICCG Grant Status. Grants are now under review and results should be known by the
end of August.
3. Art on the River Update. There has been vandalism to the S.S. Innocence on the
RiverWalk which was caught on surveillance tape. Three adolescent aged children
kicked the sculpture repeatedly while their parents took pictures on a Saturday
afternoon. The police have been notified. The artist will repair the work.
4. Studies Updates. Some major art non - profits have not yet filed their Organizational
Surveys for the economic impact studies. Stoffel will follow up with organizations in
August to meet the next Deadline of August 31. Data collection continues for the LAI
study. Stoffel hopes to send it completed data by August 6.
ADJOURNMENT
Riedel moved and O'Rourke seconded to adjourn the meeting at 5:30 p.m. The next meeting
will be held on August 30 at 4:00 p.m. in the Lacy Board Room at the Carnegie -Stout Public
Library, 360 W. 11th St., Dubuque, Iowa.
