Chairperson Jim Holz called the meeting to order at approximately 7:30 a.m., following
staff assurance of compliance with Iowa Open Meeting Law.

Certification of Minutes: 23 September 2010 Trust Fund Committee Meeting
Doris Hingtgen moved to approve the September 23, 2010 Trust Fund Committee
meeting minutes. Dorothy Culbertson seconded. Roll call. All in favor. Motion passed.

FY2012 Local Housing Trust Fund Application
David Harris reported he is anticipating that we will be able to apply for $157 250 from
the Local Housing Trust Fund again this year. David stated the property next to the
Row Houses will be demolished and converted to a parking lot for the Row Houses.
He also raised the possibility of using Housing Trust Funds to rehabilitate a three -plex
next to the Row Houses and other selected rental properties in the Washington
Neighborhood. The Committee was all in favor of using FY2012 Housing Trust Funds
to rehabilitate selected rental properties with the possibility of converting to owner -
occupancies.
Policy Change to Current Housing Trust Fund
David Harris recommended a policy change to the FY2011 Local Housing Trust Fund.
This change would allow remaining funds to be used to assist flood victims in the
Washington Neighborhood, starting with people we have helped in the past. Kris Neyen
reported that Terri Rosonke, from the Iowa Finance Authority, stated a policy change
could be made but requires approval from the Trust Fund Committee.
Doris Hingtgen moved to approve a policy change to the FY2011 Housing Trust Fund to
assist flood victims in the Washington Neighborhood, starting with people we have
helped in the past. Dorothy Culbertson seconded. Roll Call. All present in favor.
Motion passed.
Report on Trust Fund Activities during the past year
Kris Neyen gave a brief summary on Housing Trust Fund activities during the past year.
She stated that we receive $30,000 yearly from the Step by Step project as a release
from the tax credits guarantee, of $150 000. Kris reported this money has been
expended to -date for rehabilitation in the Washington Neighborhood. In FY2010 we
received $157 250 and have approximately $70 000 remaining, which has been
committed to the Row Houses for down payment assistance. Kris reported that we have
the full balance of $157 250 remaining from FY2011 that we will now be using to assist
flood victims in the Washington Neighborhood, as well as other homeownership loan
activities.
Information Sharing
Jim Holz stated he will be attending a Summit in Ames on Tuesday, September 6th
where he will be giving a presentation on the accomplishments in the Washington
Neighborhood.
Dubuque Bank and Trust will be receivin9 an award for their commitment to the
Washington Neighborhood on September 7t n, at the Housinglowa Conference 2011 in
Des Moines.
David reported the Green & Healthy Homes initiative (GHHI) has been implemented.
This new initiative is a collaboration between Operation New View, Healthy Homes and
the Lead Based Paint Hazard Reduction program and is designed to help families
improve their lifestyle as well as rehabilitate their homes..
David reported a HUD fair housing audit took place on June 20th and noted we
anticipate receiving results in the next week or so.

motioned to adjourn and Dorothy Culbertson seconded. Meeting was adjourned at
approximately 8:30 a.m.
