Demolition Permit for 1672 Central , CITY OF DUBUQUE, IOWA MEMORANDUM June 15, 2000 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: 1672 Central Avenue--l..enz Monument The Building Services Department has received an application for demolition of the 2 1/2- story structure at 1672 Central Avenue--l..enz Monument. The property is located within the Washington Street neighborhood. Section 11-4 of the Code of Ordinances requires that the City Council be notified of any requests for demolition permits within this neighborhood. The structure may be of architectural significance. It is designated as having neighborhood significance in the 1 978/79 Kriviskey Survey. Per Section 11-4(b). the Council has the following options: 1) Approve the permit, or 2) Withhold the permit for up to 90 days to determine the historical significance, if any, and any actions deemed appropriate to ensure/encourage its preservation. Building Services Manager Rich Russell is recommending withholding a demolition permit for 1672 Central Avenue, l..enz Monument, until a recommendation can be obtained from the Historic Preservation Commission. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager FROM: Rich Russell, Building Services Manager ~ RE: 1672 Central, Lenz Monument (front building) INTRODUCTION: The purpose ofthis memo is to advise you that the Building Services Department has received an application for demolition of the 2 y,-story structure at the above- listed address. The property is located within the Washington Street neighborhood. BACKGROUND: Section 11-4 of the Code of Ordinances requires that the City Council be notified of any requests for demolition permits within this neighborhood. The structure may be of architectural significance. It is designated as having neighborhood significance in the 1978/79 Kriviskey Survey. ALTERNATIVES: Per Section 11-4(b), the Council has the following options: I) Approve the permit or 2) Withhold the permit for up to 90 days to determine the historical significance, if any, and any actions deemed appropriate to ensure/encourage its preservation. RECOMMENDATION: The request for a demolition permit should be withheld until a recommendation can be obtained from the Historic Preservation Commission. I have spoken with Laura Carstens and Mark Noble of the Planning Services Department and they agree that the Historic Preservation Commission should be consulted. This option will give the Lenz's an opportunity to provide input in the process, as well. ACTION REQUIRED: Recommend to the City Council that the permit be withheld and seek the input of the Historic Preservation Commission. Cc: Planning Services
