RESOLUTION APPROVING THE FINAL PLAT OF lOTS 1 THRU 6, INCLUSIVE, OF
PARADISE HEIGHTS SUBDIVISION IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of Lots 1 thru 6,
inclusive, of Paradise Heights Subdivision, in Dubuque County, Iowa; and
Whereas, said plat has been examined by the Zoning Advisory Commission and had
its approval endorsed thereon; and
Whereas, said plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Final Plat of Lots 1 thru 6, inclusive, of Paradise Heights
Subdivision, is hereby approved and the Mayor and City Clerk are hereby authorized and
directed to endorse the approval of the City of Dubuque, Iowa, upon said subdivision plat.
Section 2. That the City Council hereby waives Article IV, Design and Improvement
Standards, of the Subdivision Regulations, except Section 42-19, Lots and Blocks.

Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, noting that the submitted plat allows for the
development of six (6) single-family lots with shared access to Humke Road. Staff
reviewed that Lots 1, 2, 4 and 5 will share driveways accessing Humke Road.
The Zoning Advisory Commission discussed the request noting that the plat is consistent
with existing development in the area.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request subject to waiving Article IV, Design and Improvement Standards,
except for Section 42-19, Lots and Blocks.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Final Plat of Lots 1-6, Inclusive, of Paradise Heights Subdivision No.3
INTRODUCTION
The minor final plat of Paradise Heights Subdivision No.3 is submitted by Larry and
Sharon McDermott. The subject subdivision is located on Humke Road in Dubuque
County. The subdivision is within two miles of the City of Dubuque corporate limits and
the plat is jointly reviewed by the City and the County.
DISCUSSION
The submitted final plat of Lots 1-6, inclusive, of Paradise Heights Subdivision No.3
plats off six single-family lots with frontage on Humke Road. Humke Road is a County-
maintained road. The applicant had previously submitted a plat creating seven lots
which the Zoning Advisory Commission reviewed and approved at their March meeting.
The new submitted plat creates five single-family lots with shared access points along
Humke Road. The platted lots are a minimum of one acre in size and will have
individual well and septic systems. The applicants have indicated that Lot 6 may be
further subdivided in the future.
RECOMMENDATION
Planning Services staff recommend that the submitted final plat of Lots 1-6, inclusive,
of Paradise Heights Subdivision No.3 be approved as it is in substantial compliance
with the City of Dubuque Subdivision regulations, subject to the waiving Article IV,
Design and Improvement Standards, except for Section 42-19, Lots and Blocks.
