RESOLUTION AUTHORIZING A GRANT APPLICATION FOR IOWA
DEPARTMENT OF TRANSPORTATION RECREATIONAL TRAILS FUNDS
FOR THE HERITAGE TRAIL EXTENSION FROM THE HERON POND
WETLANDS NATURE TRAIL TO GREYHOUND PARK ROAD
Whereas, the Iowa Department of Transportation (IDOT) has Recreational Trails
funds available to develop recreational trails in cities; and
Whereas, the City of Dubuque has adopted a Comprehensive Plan and a
Riverfront Plan that include goals for development of bike/hike trails; and
Whereas, the City of Dubuque has adopted the Heritage Trail Master Plan that
includes the extension of Heritage Trail from the Heron Pond Wetlands Nature Trail to
Greyhound Park Road.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Planning Services Manager is hereby authorized to sign and
submit this application for Recreational Trails funds to the IDOT for the extension of
Heritage Trail from the Heron Pond Wetlands Nature Trail to Greyhound Park Road, on
behalf of the City of Dubuque.
Section 2. That the City of Dubuque agrees to adequately maintain the trail for
its intended use and maintain the total trail used to justify the project in public use for a
minimum of 20 years following project completion.

Recreational Trails Funds Grant Application
INTRODUCTION
This memo transmits for City Council approval the submission of a grant application to
the Iowa Department of Transportation (lOOT) for Recreational Trails funding for the
extension of Heritage Trail from the Heron Pond Wetlands Nature Trail to Greyhound
Park Road. A map, project budget, and resolution are attached for City Council
consideration.
DISCUSSION
The Heron Pond Wetlands Nature Trail, completed this spring, loops around Miller-
Riverview Park and Heron Pond, ending at the back of the Greyhound Park, and is part
of the Heritage Trail Riverfront System. The grant would extend the existing trail west to
the Ski Club road, and then south along the Ski Club Road to Greyhound Park Road.
This project was included as a bid alternate for the Heron Pond Wetlands Nature Trail
last year. This alternate was not accepted because the City did not have sufficient
funding.
With paving of the Ski Club road for the trail, a new access would be created to the Ski
Club near the wetlands. In addition, improvements to the west parking lot of the
Dubuque Greyhound Park and Casino would be made to accommodate trail users.
These project design elements were reviewed with the Dubuque Ski Club and the
Dubuque Greyhound Park and Casino last year. Both groups found them acceptable.

The City has an ISTEA grant to install trail signs along Admiral Sheehy Drive,
Greyhound Park Road and 16th Street. This signed trail would link with the proposed
project. Together, the two projects will provide both on-street and off-road trail routes to
the recreational amenities on Schmitt Island.
As a "second phase" of the proposed project, Engineering staff are working with lOOT
to determine the estimated costs to relocate the sidewalk on the 16th Street bridge from
the south side to the north side of the bridge, and extend an off-road trail to the parking
lot along Greyhound Park Road. If feasible, the relocated sidewalk and new off-road
trail would provide a direct, off-road link from the proposed trail to Pyatigorsk Park at
16th Street and Kerper Blvd. We plan to recommend submittal of this "second phase" to
lOOT in the future for another grant.
The total costs for the Heritage Trail Extension from the Heron Pond Wetlands Nature
trail to Greyhound Park Road are estimated to be $100,000. The requested grant
amount is $75,000. lOOT requires a 25% local match. I recommend that the lOOT
grant be matched with $25,000 of ORA Distribution funds budgeted in FY2002 for the
Riverfront 2000 Plan Implementation Strategies. With the timing of the grant award,
execution of a grant agreement, and selection of an engineering consultant, the
FY2002 budget is appropriate.
We have reviewed this project with Administrative Services Manager Pauline Joyce and
Leisure Services Manager Gil Spence. This is our recommended project for submittal
to lOOT for the July, 2000 grant round of the Recreational Trails Fund. The submittal
deadline is July 1, 2000.
RECOMMENDATION
Staff recommends that the City Council approve the attached resolution authorizing
submission of the Recreational Trails grant to the lOOT for funding of the extension of
Heritage Trail from the Heron Pond Wetlands Nature Trail to Greyhound Park Road.
