WHEREAS, the Congress and president of the United States have designated May 15th as
Peace Officers' Memorial Day, and that week as Peace Officers' Week; and
WHEREAS, the members of the law enforcement agencies of the city and county of
Dubuque play an essential role In safeguarding the rights and freedoms of
those citizens; llnd
WHEREAS, it Is Important that all citizens know and understand the problems, duties and
responsibilities of their law enforcement agencies and that the members of the
law enfOrcement agent/os recognize their duty to selVe the peoplli> by
safeguarding life and propf!rty, by protecting them agaInst violente or
disorder, and by protecting the innocent again$( deception and the weak
against oppression or /ntlmidat/on; and

WHEREAS, the law enforcement agencies of the city and county of Dubuque have grown
to be modern and scientific law enforcement agencies whIch unceasingly
provide a vital public service.

of those citizens; and
WHEREAS, it is important that all citizens know and understand the problems, duties and
responsibilities of their law enforcement agencies and that the members of the
law enforcement agencies recognize their duty to serve the people by
safeguarding life and property, by protecting them against violence or
disorder, and by protecting the innocent against deception and the weak
against oppression or intimidation; and
WHEREAS, the law enforcement agencies of the city and county of Dubuque, Iowa have
grown to be modern and scientific law enforcement agencies which unceas-
ingly provide a vital public service.
WHEREAS, a prayer service commemorating our Peace Officers and those who have died
in the line of duty wil/ take place at St. Anthony's Church on Thursday, May
