RESOLUTION NO. 171-00
RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE APPLICATIONS FOR
LEAD PAINT HAZARD REDUCTION, HEALTHY HOMES INITIATIVES AND
RESEARCH AND EDUCATION ACTIVITIES
Whereas, the City of Dubuque has operated a local childhood lead poisoning
prevention program since 1994; and
Whereas, the City received Round 4 lead hazard removal funding, in the amount of
$3.69 million; and
Whereas, the U.S. Department of Housing and Urban Development has made
available additional funds for a healthy homes initiative program, including lead-based paint
hazard control, lead hazard awareness, healthy homes public education and community
outFeach, and environmental assessments and treatments to impact a variety of household
health and safety issues; and
Whereas, the City of Dubuque proposes a continuation of a primary lead-based paint
poisoning prevention program in Census Tracts 1,2,5,6,7.01 and 7.02 in the City of
Dubuque. In addition, to expand our programs of lead hazard reduction and education,
proposed are applications for a Healthy Homes Initiative demonstration project to promote cost
effective measures to correct multiple safety and health hazards in home environments; and a
Research Grant to improve the evaluation and control of residential lead-based paint hazards.
NOW, THEREFORE, BE IT RESOLVED BY'THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Mayor is hereby authorized and directed to execute applications to
the U.S. Department of Housing and Urban Development for continuation of the primary Lead-
Based Paint Poisoning Prevention Program, a Healthy Homes Initiative, and a Research
Grant, in the combined amount of $4,212,059.
Section 2. That the City Manager is hereby authorized and directed to forward said
applications and resulting standard executed contracts to the respective agencies in a timely
fashion and as required by the U.S. Department of Housing and Urban Development.

INTRODUCTION
The purpose of this memorandum is to request the City Council's approval of the attached
resolution, authorizing the Mayor to execute an application to the US Department of Housing and
Urban Development (RUD) for the following Lead Paint Hazard Reduction programs: 1) a Lead
Hazard Control Programs Application for the continuation of a primary lead-based paint
poisoning prevention program in Census Tracts 1,2,5,6, 7.01 and 7.02; 2) for a Healthy Homes
Initiative demonstration project to promote cost effective, preventive measures to correct multiple
safety and health hazards in home environments; and 3) a Research Grant to improve the
evaluation and control of residential lead-based paint hazards.
BACKGROUND
In 1994, the Health and Housing Services Departments initiated the Childhood Lead Poisoning
Prevention Program, providing for environmental and medical case management oflead poisoned
children and community education about childhood lead poisoning. In 1996, the Health and
Housing Services Departments were awarded a $3.69 million HUD Grant for the primary
prevention oflead-based paint poisoning in several downtown census tracts including the oldest
housing stock, the largest number of children under the age of six and the highest incidence of
persons with the lowest median income. This three year grant program has proven to be very
successful with over 460 units currently enrolled in the program, over 327 units inspected, 150
units completed, 48 units in progress and 60 units pending to start within the next 30 days.
Additionally, this program has generated considerable local capacity and economic benefit by
training 65 area contractors and 104 workers in lead hazard removal techniques through national
and state certification training programs. This Round 8 Lead-based paint program grant
application is for the continuation of this primary lead-based paint poisoning prevention for an
additional 30 months.
In addition, to expand our programs oflead hazard reduction and education, proposed are
applications for a Healthy Homes Initiative demonstration project to promote cost effective
measures to correct multiple safety and health hazards in home environments; and a Research
Grant to improve the evaluation and control of residential lead-based paint hazards.

DISCUSSION
These applications are for three separate grants totaling $4,212,059, to be jointly administered by
the Health and Honsing Services Departments. Proposed is a Lead Hazard Reduction Grant
application for $2,715,569 for the continuation of our primary lead-based paint poisoning
prevention program, for inspection and lead-based paint hazard reduction in an additional 310
units in the target area of the grant. Second proposed is a $1,146,490 Healthy Homes Initiative
grant, for lead-hazard reduction and interventions regarding a variety of other potential childhood
health risks. Third proposed is a $350,000 Research Grant to improve the evaluation and control
of residential lead-based paint hazards. This proposed research grant will compile the extensive
data gathered in the Round 4 Lead Hazard Reduction Grant and in partnership with the University
ofIowa analyze, publish and distribute valuable evaluation research on the progress on lead
hazard reduction activities undertaken in Dubuque.
BUDGET IMPACT
Iffunded, this grant would be awarded in July 2001, with work commencing immediately
following the conclusion of our current Round 4 HUD grant program in August, 200 I. This
program will require a twenty percent time commitment from the Public Health Specialist and a
twenty-five percent time commitment from the Senior Housing Inspector, fur program
management, as well as $180,000 in CDBG funds for lead-hazard reduction activities.
RECOMMENDATION
It is recommended that the City Council approve the attached resolution authorizing the Mayor to
execute three applications to HUD for the continuation of a lead-hazard reduction program to
conduct lead hazard reduction in 310 units, for a new Healthy Homes Initiative demonstration
program to reduce lead hazards and other health and safety hazards in 75 units and for a Research
Grant application for the evaluation and control for residential lead-based paint hazards.
COUNCIL ACTION
The action requested of the Council is to approve the attached resolution.
