SUBJECT: Environmental Services for Kerper Boulevard Industrial Park
Community and Economic Development Director Jim Burke is recommending that
the City retain Preston Engineering to do the remaining environmental work that is
needed to progress further on the development of the Kerper Boulevard Industrial
Park.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum recommends City Council approval of an engineering consultant for
additional environmental services for the Kerper Boulevard Industrial Park.
DISCUSSION
In preparation for disposition of the newly created lots west of the Eagle Window and Door
Company site, we have requested proposals from two engineering firms to provide
environmental services. These services would include environmental assessment, site
investigation, negotiation with the Iowa Department of Natural Resources (IDNR), development
of a remediation plan, and oversight of remediation work. The intent of this work is to provide
an appropriate level of comfort to prospective purchasers about the condition of the property.
Proposals were solicited from Terracon, Inc, and Preston Engineering. These proposals were
reviewed by Corporation Counsel, Barry Lindahl, Economic Development Plarmer, Pamela
Myhre, and me. We also conferred with the City's environmental attorney, Jane McAllister and
with personnel at IDNR concerning the scope of services required.
We have worked with both firms before and have been satisfied with their work. The Terracon
proposal is very comprehensive and contains alternative scopes of service that include a closure
of environmental issues through negotiation with the prospective buyer or closure through the
IDNR's Land Recycling Program. The range of costs for these alternatives is $87,000 to
$176,000 of which $7,500 would be the IDNR enrollment fee.
Preston Engineering proposes a simplified scope of services which includes an updated Phase I
assessment, meetings with IDNR, filing of the land recycling application, if appropriate,
additional site investigation, preparation of a remediation plan, management of the remedail
work, and submission of a final report. For this scope of services, they estimate a fee of $40,000.
RECOMMENDATION
I recommend that the City retain Preston Engineering for this project. This recommendation is
based on our review of the proposals and in consideration of the October deadline for disposition
of one of the parcels involved. While we would propose to initiate the project with the scope of
services contained in Preston Engineering's proposal, we believe that it is likely that the final

scope of services will change after we have met with IDNR staff to discuss the site conditions in
relation to the recently adopted standards for soil and groundwater. For this reason, we request
authorization to expend up to $80,000 for these services which is twice the amount identified by
the consultant. Any payments will be based on actual work performed and approved.
The City's costs for these environmental services will come from the Public Infrastructure
Assistance Program Grant which has been approved by the Iowa Department of Economic
Development. We have budgeted $500,000 of this grant for engineering and remediation.
ACTION STEP
The Action Step is for the City Council to authorize the City Manger to retain Preston
Engineering for environmental services for the Kerper Boulevard Industrial Park in an amount up
to $80,000.
