APPROVING A DISASTER ASSISTANCE AGREEMENT BETWEEN
THE CITY OF DUBUQUE AND THE lOW A EMERGENCY
MANAGEMENT DIVISION
WHEREAS, The City of Dubuque (City) has applied to the Iowa
Emergency Management Division (lEMR) for federal and state assistance for the
1999 Voluntary Flood Buyout Project, specifically, the acquisition and demolition
ofthe residential property at 3425 Pennsylvania, Dubuque, Iowa.'
AND WHEREAS, City's application has been approved subject to the
terms and conditions of the Disaster Assistance Agreement attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, lOW A AS FOLLOWS:
1. The Disaster Assistance Agreement is hereby approved and the Mayor
is authorized and directed to execute the Agreement on behalf of the City of
Dubuque.
2. The Mayor is further authorized to execute the attached Contract for
Services with the East Central Intergovernmental Association (ICIA) for
providing and performing the necessary functions required to prepare a Hazard
Mitigation Plan as described in Attachment A-Grant Agreement No. 1277UN-004
between City, lEMD and ICIA.
3. Resolution No. 177-00, Designation of Applicant's Authorized,
Representation, designatingEMark Schneider ofECIA as the City's
representative, is hereby approved and separately adopted herewith.
4. The Mayor is authorized to enter into the attached Concurrence of
Understanding Memorandum with respect to the acquisition ofthe prior to State
Historic Preservation Officer clearance.
5. The attached Hazard Mitigation Administrative Plan for the City of
Dubuque is hereby adopted.
