IN CONFERENCE ROOM BAT CITY HALL PRESENT: MAYOR DUGGAN, COUNCIL MEMBERS BUOL, MARKHAM, MICHALSKI, NICHOLSON, ROBBINS, CLINE CITY MANAGER MICHAEL VAN MILLlGEN, Assistant City Attorney Tim O'Brien ABSENT: Mayor Duggan arrived at 4:13 p.m. Mayor Pro-Tern Nicholson read the call and stated this is a special session of the City Council called for the purpose of acting upon such business which may properly come before the City Council. 1. Set for Public Hearing - Resolution of Necessity for an Amended and Restated Ice Harbor Urban Renewal District /"75-00 RESOLUTION of Necessity finding that the expansion of the Ice Harbor Urban Renewal District is an area meeting the definition of blight and that development of said area is necessary in the interest of the residents of the City of Dubuque, Iowa. Absent: Mayor Duggan at roll call. Mayor Pro-Tem Nicholson read the call and stated this is a special session of the City Council called for the purpose of acting upon a Resolution of Necessity for an Amended and Restated Ice Harbor Urban Renewal District and also to go into Closed Session in accordance with Chapter 21.5(1 )0). Michalski moved adoption of Resolution No. 195-00 Resolution of Necessity Finding that the expansion of the Ice Harbor Urban Renewal District is an area meeting the definition of blight and that development of said area is necessary in the interest of the residents of the City of Dubuque, Iowa and further set this matter for Public Hearing on June 5, 2000 at 6:30 P.M. in the Public Library Auditorium and that the City Clerk publish notice in the manner prescribed by law. Seconded by Robbins. Motion carried 6-0. At 4:10 P.M. upon motion it was resolved to go into Closed Session in accordance with Chapter 21.5(1 )0). Mayor Duggan arrived at 4:13 P.M. At 4:24 P.M. Council reconvened Regular Session with statement that staff had been given direction. There being no further business, upon motion meeting adjourned at 4:25 P.M. Jeanne F.
