There is hereby created an Environmental
Stewardship Advisory Commission, which shall
consist of seven (7) members, who shall sll be
residents of the City, and shall include a mem-
ber representing those who will inherit the
environment (a person between the ages of 16
and 20 at time of appointment), and six (6)
members who shall include representation from
diverse segments of the City's population. It is
desirable to select some members who may have
helpful backgrounds with environmen-
tal/biologieal science, health care, busi-
nesS/industry, and environmental/civic groups.

The appointment process to the Commission
by the City Council shall include at least the
following:

experience, expectations and other quali-
fications of the applicant;

the qualifications of each applicant; and
(3) A Cormal interview by the City Council to
. determine the applicant's qualifications
and ability to effectively serve on the

Of Vacancies; Compensa_
tion:
The term of office for a member of the Com-
mission, other than the youth representative,
shall be three (3) years, or until a successor is
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) of
the initial terms shall be for two (2) years; and
two (2) of the initial terms shall be for three (3)
years. The youth representative shall be for a
term of one year, expiring on June 1 of the
following year; the initial term shall expire
June I, 1994.
A Commission member may be removed at
anytime with or without cause by a vote of two-
thirds ('I,) of all members of the City Council.
A vacancy on the Commission caused by res-
ignation or otherwise shall be filled by appoint-
ment by the City Council for the remainder of
. the unexpired term.
Members of the Commission shall serve with-
out compensation except for actual expenses,
which ahall be subject to approval by the City
Council.
The term of office of a member appointed
after January I, 1996, shall expire October 1.

Sec. 18.5-24. Duties:
The duties of the Commission shall be as
follows:
(1) To develop, articulate and propoae goals,
objectives and policies for the steward-
ship of the City's environment and it's
ecolOgical systems for present and future
generations. An initial report to City
Council should be completed within a
year and thenceforth periodically. It
shall also include sections on the current
condition of the City's natural environ-
ments and on the progress being made in

(5) To provide input to the long-range plan-

stewardship issues in the comprehensive
plan.

Sec. 18.5.25. Organization.
The romm;..non shall choose annually, at its
first meeting of the fiscal year, one of its members
at act as chairperson, and another of its members
to act as vice chairperson, to perform all of the
duties of the chairperson during the chairperson's
absence or disability. The commission shall adopt.
such rules and regulations governing its organi-
zation and procedures as it may deem necessary.
The commission shall meet as necessary to ful-
fill the purpose for which the commission was cre-
ated.
Members ofthe commi.';on shall attend at least
two-thirds (".) of all regularly scheduled meetings
within any twelve-month period. If any member
fails to attend such prescribed num~r of meet-
ings, such failure shall constitute grounds for the
commission to recommend to the city council that
said member be replaced. Attendance of all memo
bers shall be entered on the minutes.
All meetings of the commission shall be held in
accordance with the provisions of the Iowa Open
Meetings Law.
The commission shall file with the city clerk a
copy of the minutes of each meeting of the com-
mission within ten (10) working days after such
meeting.

Sec. 18.5-26. Procedures for operation.
All administrative, personnel, accounting, bud.
getary and procurement policies of the city shall
govern the commission in all its operations.

covered entity; the overall size of the
business of a covered entity with respect
to the number of its employees; the num-
ber, type, and location of its facilities;
and

position, structure, and functions of the
work force of such entity; the geographic
separateness, administrative, or fiscal
relationship of the facility or facilities in
question to the covered entity.

There is hereby created a Human Rights

Sec. 27-17. Composition:
The Commission created by this Article shall
consist of nine (9) members. (1976 Code,

Sec. 27-18. Appointment; Terms; Filling Of
Vacancies:
Human Rights Commission members shall be
appointed by the City Council for terms of three
(3) years each and shall serve thereafter until a

be filled for the remainder of the unexpired
term. Appointments shall take into con-
sideration the various racial, religious, cultural

Sec. 27.19. Officers:
The Commission created by this Article shall
elect from its own membership, at its regular
March meeting, its chairperson and vice chair-
person, each to serve a term of one year. The
chairperson shall appoint a secretary, who need
not be a member of the Commission. The Com.
mission shall fill vacancies among its officers
for the remainder of the unexpired term. (1976

Sec. 27-20. Compensation:
The members of the Commission created by
this Article shall serve without compensation;
provided, that, they may receive reimbursement
for necessary travel, and other expenses while
on official Commission business, and such shall
be within the limits established in the City

Unexcused Absences:
In the event a member of the Commission
created by this Article has been absent for three
(3) or more consecutive meetings without being
excused by the chairperson, the Commission by
majority vote may certify such fact to the City
Council and petition the City Council to declare
a vacancy by reason of such unexcused absence
and appoint a successor to fill such vacancy.

Sec. 27-22. Rules:
The Commission created by this Article may
adopt, amend, or rescind such rules as may be

(13) Implementation Element: This element
details the necessary and agreed upon
action steps, responsibility, schedule and
cost to implement the goals, objectives
and recommendations of the Comprehen-
sive Plan. The community planning pro-
cess should serve to assist the City Coun-
cil, City administration and community
leaders in prioritizing implementation.

Sec. 36-3. Community Planning Defined:
Community Planning: A process by which a
community decides what kind of future it wants
by establishing a shared vision of the future
and then establishes the policies, goals and
management tools (i.e., specific plans, assign-
ments and regnlations) to help reach that de-
sired future. The emphasis is on a process and
direction more than on a plan or document. The
community planning process is comprehensive
in scope, future oriented, highly participatory
and emphasizes consensus decision making.

ARTICLE II. LONG-RANGE PLANNING
ADVISORY COMMISSION
Sec. 36-4. Long-Range Planning Advisory
Commission Created; Composi-
tion:
Thore is hereby created a City Long-Range

Planning Advisory Commission, which shall
consist of nine (9) members including a member
of the City Council designated by the City
Council, a member of the Zoning Advisory Com-
mission designated by the Zoning Advisory
Commission and seven (7) residents of the City
appointed by the City Council who shall be
qualified by their knowledge, experience and
ability to contribute to the City's long-range
planning and development efforts.
The City Council shall annually designate a
Councilmember to serve as an alternate in the
absence of the Council's designated representa-
tive and the Zoning Advisory Commission shall
annually designate a Commission member to
serve as an alternate in the absence of the
Commission's designated representative. (Ord.

Sec. 36.7. Powers:
The Commission shall have the following
powers, duties and responsibilities:

(1) To provide a leadership role in the plan-
ning, coordinating and sponsoring of a
periodic community planning process;
(2) To coordinate and supervise the prepara-
tion and maintenance of the Comprehen-
sive Plan;
(3) To provide input to the City Manager in
the preparation of the City Manager's
recommended multi-year capital im-
provement program (ClP);
(4) To make comprehensive studies of the
present condition and the future growth
of the City to provide input into the
community planning process and to guide
and accomplish a coordinated, consistent
and harmonious development of the City
in accordance with the present and fu-
ture needs thereof to the end that the
health, safety, morales, order, conve-
nience, prosperity and general welfare
may be promoted:

(5) To make or cause to be made such sur-
veys, studies, maps, plans, or charts of
the City with due regard to its relation

to neighboring territory as may be deter-
mined as necessary to carry out the pur-
poses of the Commission;
(6) To recommend amendments to all or a
part of the Comprehensive Plan in re-
sponse to the community planning pro-
cess, upon its own initiative or upon
recommendation presented by the Zoning
Advisory Commission, but only after a
public hearing;
(7) To review proposed urban renewal plans
and urban renewal plan amendments
and urban revitalization plans and urban
revitalization plan amendments for con-
sistency with the Comprehensive Plan
for the City;
(8) To undertake public information efforts
to enhance public understanding of the
community planning process generally
and the Comprehensive Plan specifically;
and
(9) To undertake from time to time other
specific long-range planning projects
which may be referred to it by the City
Council.
The City Council shall have the authority to
establish or revise the priorities of the Commis-

Sec. 36.8. Organization:

Sec. 18.5.21. Created; Composition:
There is hereby created an Environmental
Stewardship Advisory Commission, which shall
consist of seven (7) members, who shall all be
residents of the City, and shall include a mem-
ber representing those who will inherit the
environment (a person between the ages of 16
and 20 at time of appointment), and six (6)
members who shall include representation from
diverse segments of the City's population. It is
desirable to select some members who may have
helpful backgrounds with environmen.

Sec. 18.5.22. Application And Appoint.

The appointment process to the Commission
by the City Council shall include at least the
following:
(1) An application form requesting basic
information on the education, training,
experience, expectations and other quali.
fications of the applicant;
(2) Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3) A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the

Sec. 18.5.23. Term; Term Limits; Filling
Of Vacancies; Compensa.
tion:
The term of office for a member of the Com-
mission, other than the youth representative,
shall be three (3) years, or until a successor is
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) of
the initial terms shall be for two (2) years; and
two (2) of the initial terms shall be for three (3)
years. The youth representative shall be for a
term of one year, expiring on June 1 of the
following year; the initial term shall expire
June 1, 1994.
A Commission member may be removed at
anytime with or without cause by a vote of two-
thirds (",) of all members of the City Council.
A vacancy on the Commission caused by res-
ignation or otherwise shall be filled by appoint.

Members of the Commission shall serve with.
out compensation except for actual expenses,
which shall be subject to approval by the City
Council.
The term of office of a member appointed

Sec. 18.5-24. Duties:
The duties of the Commission shall be as
follows:
(1) To develop, articulate and propose goals,
objectives and policies for the steward-
ship of the City's environment and it's
ecological systems for present and future
generations. An initial report to City
Council should be completed within a
year and thenceforth periodically. It
shall also include sections on the current
condition of the City's natural environ-
ments and on the progress being made in

(5) To provide input to the long.range plan-

stewardship issues in the comprehensive
plan.

Sec. 18.5-25. Organization.
The commission shall choose annually, at its
fIrst meeting of the fIscal year, one of its members
at act as chairperson, and another of its members
to act as vice chairperson, to perform all of the
duties of the chairperson during the chairperson's
ahsence or disability. The commission shall adopt,
such rules and regulations governing its organi-
zation and procedures as it may deem necessary.
The commission shall meet as necessary to ful-
fill the purpose for which the commission was cre-
ated.
Members of the commission shall attend at least
two. thirds (2{3) of all regularly scheduled meetings
within any twelve-month period. If any member
fails to attend such prescribed number of meet-
ings, such failure shall constitute grounds for the
commission to recommend to the city council that
said member be repJaced. Attendance of all mem-
bers shall be entered on the minutes.
All meetings of the commission shall be held in
accordance with the provisions of the Iowa Open
Meetings Law.
The commission shall file with the city clerk a
copy of the minutes of each meeting of the com.
mission within ten (10) working days after such
meeting.

Sec. 18.5-26. Procedures for operation.
All administrative, personnel, accounting, bud-
getary and procurement policies of the city shall
govern the commission in all its operations.
