Dear Mike:
As you know, a few years ago the state ofIowa changed the regional boundaries for
workforce development. Dubuque is now part of an eight county region streaching to the
Minnesota border.
Last year the city executed an "28E" agreement with the eight county board of
supervisors. The agreement stipulated that Dubuque and Dubuque county would appoint 5
members to a 14 member Workforce Investment Board (WIB). At that time the group agreed to
wait until terms expired before acting on new members.
Last month the elected officials met and reviewed the list of WIB members whose terms
were expiring. In doing so they noted that Dubuque/Dubuque county currently have 4 of the 5
members called for in the agreement, and one county had 2 members in lieu of their alloted 1. A
"city representative" from Chickasaw county (Herman Meyer), whose term expires 6/30/00 will
be replaced by a city official from Dubuque or Dubuque county.
Mr. Meyer replaced Mayor Duggan on the WIB. Therefore, I am requesting the city
appoint a "city representative" to serve on the WIB. Mr. Meyer was an economic development
director from New Hampton, and was appointed by the city council. Therefore, the city may
choose to nominate a city elected official, or appoint someone to represent the city. The
nomination would then be sent to the Local Elected Officials and ultimately to the Governor for
final approval.
