Assistant City Engineer Bob Schiesl requests City Council approval to file an application
with the Iowa Department of Transportation for a Safe Routes to School Infrastructure
Grant to fund durable high visibility crosswalks at 44 school locations for a total project
cost of $163,760. There is no fee associated with the application process since the City
is utilizing the services of East Central Intergovernmental Association.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution provides the authorization for the City of Dubuque to submit an
application to the Iowa Department of Transportation (Iowa DOT) for a Safe Routes to
School Infrastructure Grant. The grant would fund durable high visibility crosswalks at
44 school locations.
DISCUSSION
The City of Dubuque has been an active partner in the Safe Routes to School
Committee and developing the Safe Routes to Schools Master Plan. This committee
consists of members of City staff, county staff, ECIA staff, Dubuque Community School
District staff and Holy Family School representatives. Based on the Master Plan Priority
Project Ranking, the committee identified 44 locations where durable high visibility
crosswalks would prove beneficial to improving pedestrian /motorist safety. (Note
provided mapping).

RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE
IOWA DEPARTMENT OF TRANSPORTATION FOR SAFE ROUTES TO
SCHOOL INFRASTRUCTURE GRANT FUNDING FOR THE CITY OF
DUBUQUE
Whereas, pedestrian /motorist safety could be improved in City of Dubuque
school zones by traffic control devices; and
Whereas, the City of Dubuque has determined that improvements to
school zones, as recommended by the Safe Routes to School Master Plan and
Committee Members (City, County, ECIA, Dubuque Community. School District,
and Holy Family School Representatives) will improve pedestrian and motorist
safety; and
Whereas, the Iowa .Department of . Transportation provides, on a
competitive basis, funds for school zones that address pedestrian /motorist safety
improvements; and,
Whereas, the City of Dubuque is willing to be responsible for maintaining
and operating the public improvements for a minimum of 10 years,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA, THAT:
Section 1. The City makes application to the Iowa Department of
Transportation for funds through the Safe Routes to School Infrastructure
Grant Program to fund the improvements at school locations identified by
the Safe Routes to School Master Plan.
