Personnel Manager Randy Peck recommends City Council approval of an amendment
to the Collective Bargaining Agreement with the International Union of Operating
Engineers Local #234, which provides for an additional $1.00 per hour of compensation
to a public safety dispatcher who is placed in charge of a shift when there is no lead
public safety dispatcher on duty.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

During the negotiations for Fiscal Year 2012, the City and the Operating Engineers
Union discussed the possibility of compensating public safety dispatchers when they
are placed in charge of a shift when there is no lead public safety dispatcher on duty.
The parties have agreed to compensate public safety dispatchers for these duties in the
amount of $1.00 per hour when they are acting as the lead dispatcher. The annual
additional cost is estimated at $4,400. Sufficient funds are available in the Emergency
Communications Department budget to finance this change.
The requested action is for the City Council to approve a motion authorizing you to sign
the attached Amendment to the Collective Bargaining Agreement.

THE CITY OF DUBUQUE, IOWA
The parties hereby agree to amend the Collective Bargaining Agreement between the
City of Dubuque and the International Union of Operating Engineers Local #234 to
provide payment in the amount of $1.00 per hour when a public safety dispatcher is
designated as an acting lead public safety dispatcher.
