Dubuque County Historical Society Application for Local TEA-21 Funds_Burlington DepotRESOLUTION NO. 201-00 RESOLUTION PROVIDING FOR AN APPLICATION TO DMATS FOR TEA-21 TRANSPORTATION ENHANCEMENT FUNDS FOR PHASE 2 OF THE DEPOT RESTORATION PROJECT BY DUBUQUE COUNTY HISTORICAL SOCIETY Whereas, the Dubuque Metropolitan Area Transportation Study (DMA TS) has allocated local TEA-21 Transportation Enhancement Funds for historic preservation; rehabilitation and operation of historic transportation buildings, structures, and facilities; and establishment of transportation museums; and Whereas, the Dubuque County Historical Society (DCHS) has requested City sponsorship of and will provide the required local match for an application to DMA TS for local TEA-21 Transportation Enhancement Funds for Phase 2 of the Restoration of the Burlington Quincy Depot, which will be part of the River Discovery Center; and Whereas, the City of Dubuque participates as a sponsor in the America's River Project, which includes the River Discovery Center. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Mayor hereby is authorized to sign the application for Phase 2 of the River Discovery Center's Depot Restoration Project on behalf of the DCHS to DMA TS for local TEA-21 Transportation Enhancement Funds. Section 2. That the City Council hereby authorizes the City Manager to negotiate an appropriate contract with the DCHS to comply with TEA-21 grant requirements for this project, should the application be approved by DMA TS. Section 3. That in the event said application is approved, the DCHS will provide its written assurance that the completed project will be maintained adequately for its intended public use for a minimum of twenty (20) years following project completion. . Ken Furst moved that the Historical Society endorses the application for fimding for TEA 21 Enhancement Funding and that the Historical Society commit to providing the matching funds required and to be responsible for maintenance and operations for a minimum of 20 years following project completion. Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager ~ SUBJECT: DCHS Application to DMATS for Local TEA-21 Funds Phase 2 of the Depot Restoration Project Introduction This memo transmits a resolution and copy of a grant application for City Council review and approval. The Dubuque County Historical Society (DCHS) plans to submit an application to the Dubuque Metropolitan Area Transportation Study (DMA TS) for local TEA-21 Transportation Enhancements funds for Phase 2 of the River Discovery Center Depot Restoration. Discussion In 1999, DMA TS awarded DCHS a TEA-21 grant for restoration of the former Burlington Quincy Depot at the Ice Harbor, which presently is leased month to month by DCHS from the City for museum activities. As Phase 2 of this restoration, DCHS would create and install transportation exhibits in the depot, and recreate the platform and landscaped Burlington Park on the building's east side based on the original 1891 construction. The restored depot would be part of the River Discovery Center. Historic preservation; rehabilitation and operation of historic transportation buildings, structures or facilities; and establishment of transportation museums are eligible TEA- 21 projects. If this TEA-21 grant is funded, then DCHS would need to comply with TEA-21 requirements that the completed project be maintained for its intended public use for a minimum of 20 years. Phase 2 construction is planned for April, 2001 _ October, 2002. . . . . DCHS TEA-21 Grant Application page 2 As a non-profit, DCHS is eligible to apply for TEA-21 funds with sponsorship by the City or Dubuque County. The City and DCHS have a similar sponsorship arrangement with transportation enhancements grants for restoration of the William M. Black historic steamboat and restoration of the railroad freight house that houses the Woodward Riverboat Museum. Phase 2 of the Depot Restoration Project has an estimated total cost of $208,750. The DCHS grant request will be for 70% of the total, or approximately $167,000. DCHS would provide the 30% local match of approximately $41,750. The City would incur only the indirect expenses of grant administration. Also, the City would need to pay for 70% of the project costs up front, and then seek reimbursement as the project progressed. Recommendation I recommend that the City Council approve the attached resolution authorizing the City's sponsorship of the DCHS grant application to DMA TS for Phase 2 of the Depot Restoration Project, and authorizing the Mayor to sign the application.
