Council met in Special Session at 4:00 P.M. in Conference Room B at City Hall
Present: Mayor Duggan, Council Members Cline, Markham, Nicholson, Robbins, City Manager Michael
Van Milligen, Corporation Counsel Barry Lindahl
Absent: Council Members Buol, Michalski
Mayor Duggan read the call and stated this is a special session of the City Council called for the purpose
of acting upon the sale of General Obligation Bonds, Series 2000B.
Larry Berger of Speer Financial spoke to the City's sound financial status.
RESOLUTION NO. 220-00
RESOLUTION DIRECTING SALE OF $2,750,000 GENERAL OBLIGATION BONDS, SERIES 2000B
Whereas, pursuant to notice as required by law, bids have been received at public sale for the Bonds
described as follows and the best bid received is determined to be the following:
$2,750,000 GENERAL OBLIGATION BONDS, SERIES 2000B:
Bidder: Griffin, Kubik, Stephens & Thompson, Inc. of Chicago, Illinois
the terms of said bid being:
Purchase Price: $2,722,500.00
Net Interest Rate: 5.8896%
Net Interest Cost: $2,028,975.20
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA:
Section 1. That the bid for the Bonds as above set out is hereby determined to be the best and most
favorable bid received and, said Bonds are hereby awarded based on said bid.
Section 2. That the statement of information for bond bidders and the form of contract for the sale of said
Bonds are hereby approved and the Mayor and Clerk are authorized to execute the same on behalf of the City.
Section 3. That the notice of the sale of the Bonds heretofore given and all acts of the Clerk done in
furtherance of the sale of said Bonds are hereby ratified and approved.
Passed and approved, this 18th day of May, 2000.

Markham moved adoption of the Resolution. Seconded by Nicholson. Motion carried 5-0.
There being no further business, Robbins moved to adjourn. Seconded by Markham. Motion carried
7-0. The meeting adjourned at 4:28 P.M.
