SUBJECT: Consultant Selection for the Design of Floodwalllmprovement Projects
On December 20, 2004, the City Council approved a request for proposals for
architectural and engineering services for improvements to Hawthorne Street, Bee
Branch and Maus Lake f100dwall pumping facilities.
Four firms submitted proposals, which were reviewed by a Consultant Selection
Committee. After reviewing the proposals and evaluating the proposed project teams,
the committee felt that while IIW Engineers and Surveyors, P.C. was not the low bidder,
it is the most qualified and has the most experience working with the Corps of
Engineers on these types of projects. The committee felt that IIW put together the best
project teams, from design through construction, had the best approach and
methodology for this project, along with the most experience with projects reviewed by
the Corps of Engineers. Responses to Request for Proposals are not bids, and are not
intended to be awarded solely based on price.
Public Works Director Don Vogt recommends City Council approval of the selection of
IIW Engineers to provide architectural and engineering services for the improvements to
City of Dubuque f100dwall pumping facilities.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request that the City Council approve the
selection of IIW Engineers and Surveyors, P.C. to provide architectural and
engineering services for improvements to City of Dubuque floodwall pumping
facilities.
BACKGROUND
In the fiscal year 2005 Capital Improvement Project budget, funds are
appropriated for projects to improve the Hawthorne Street, Bee Branch and Maus
Lake floodwall pumping facilities.
DISCUSSION
On December 20, 2004, the City Council approved a request for proposals (RFP)
for architectural and engineering services for the noted projects and authorized
its release to the public. Listed below are descriptions of the projects:
Hawthorne Street Generator Project - This project provides for the installation of
a diesel-fueled, auxiliary power generator, transfer switch, generator enclosure
and associated conduit and wire. The generator will provide power to run the
floodwall pumps during power outages.
Maus Lake Generator Project - This project provides for the installation of a
diesel-fueled, auxiliary power generator, transfer switch, generator enclosure and
associated conduit and wire. The generator will provide power to run the
floodwall pumps during power outages.
Bee Branch Floodwall Pumping Station Improvement Projects - The first project
includes the design and installation of a sidewalk along Kerper Boulevard from
the pumping station parking lot to the river-access steps located north of the
pumping facility. This sidewalk was mandated by our insurer. The second project
includes the design and installation of a diesel-fueled, auxiliary power generator,
transfer switch, generator enclosure and associated conduit and wire. The
generator will provide power to run the floodwall pumps during power outages.
The third project is the replacement and relocation of the control panel for the
station's 150 horsepower floodwall pump, from its current location outside the
building to a new location in the control building. Although this particular project is
scheduled for FY06, we feel that it is necessary and prudent to include the
design of this project into the design of the auxiliary power generator project for
this facility.
The City received four proposals from the following firms:

The following staff members reviewed each of the firm's qualifications and
proposals: Acting Water Pollution Control Department Manager Jonathan Brown,
Planning Service Manager Laura Carstens, Street/Sewer Maintenance
Supervisor John Klostermann, Civil Engineer II Deron Muehring, Building
Inspector II Steve Neyens, Finance Director Ken TeKippe, and myself. After
reviewing the proposals and evaluating the proposed project teams, the
committee felt that IIW Engineers and Surveyors, P.C. is the most qualified and
has the most experience working with the Corps of Engineers on these types of
projects. The committee felt that IIW put together the best project team, from
design through construction. It also felt that IIW had the best approach and
methodology for this project, along with the most experience with projects
reviewed by the Corps of Engineers. Previous, successful City of Dubuque
floodwall projects which IIW designed and the Corps of Engineers reviewed
include: the Ice Harbor Generator Project, the Ice Harbor Pumps Improvement
Project and the Bee Branch Pumping Station Improvement Project.
RECOMMENDATION
Based on its evaluation of the proposals, the committee recommends that the
City retain IIW Engineers and Surveyors, P.C. to provide architectural and
engineering services for the capital project improvements to the noted floodwall
pumping facilities.
BUDGET IMPACT
IIW Engineers and Surveyors, P.C.'s fee proposal is $66,400. There is
$71,784.00 budgeted for design services.
ACTION
I request your approval of the committee's recommendation to select IIW
Engineers and Surveyors, P.C. to provide architectural and engineering services
for the capital project improvements to the noted City of Dubuque floodwall
pumping facilities.
