Van Milligen, City Manager SUBJECT: Application Authorization for the Iowa Clean Air Attainment Program Funding for Priority 1 - US 20 (Devon Drive to Menards) of the Traffic Signal and ITS (Intelligent Transportation System) Improvements City Engineer Gus Psihoyos is recommending City Council authorization to submit an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program (ICAAP) funding for Priority 1 (US 20 - Devon Drive to Menards) of the Traffic Signal and ITS (Intelligent Transportation System) Improvements. Priority 1 is the communications link from US 20 to Downtown. The total cost for Priority 1 is $444,050, and the City's proposed match for this project is $183,678 or 41%. Van Milligen, City Manager Gus Psihoyos, City Engineer 9;J.Q TO: SUBJECT: Application Authorization for Iowa Clean Air Attainment Program Funding for Priority 1 - US 20 (Devon Drive to Menards) of the Traffic Signal and ITS (Intelligent Transportation System) Improvements INTRODUCTION The attached resolution provides the authorization for the City of Dubuque to submit an application to the Iowa Department of Transportation (Iowa DOT) for Iowa Clean Air Attainment Program (ICAAP) funding for Priority 1 (US 20 - Devon Drive to Menards) of the Traffic Signal and ITS (Intelligent Transportation System) Improvements. BACKGROUND The City has held several discussions with Iowa DOT regarding improvements with the City's traffic signal and ITS Program. The City and the Iowa DOT have identified four components of its traffic system that warrant improvement. These improvement projects have been prioritized and can be implemented independently: Priority 1 - Communications link from US 20 to Downtown Priority 2 - Traffic Signal Control System (City Wide Traffic Control Software) Priority 3 - Northwest Arterial communications (US 20 to Kohl's) Priority 4 - Locust Street (at US 20 and at US 151/61 Intersections) Priority 1 focuses on City staff continuously monitoring and managing US 20 Corridor operations. This includes the continuous collection of traffic volume data, intersection reports, video monitoring, and overall control for signal retiming. Given the congestion, grades, and length of this corridor, staff has found that it is extremely difficult to retime signals and monitor performance. The total cost for Priority 1 is $444,050. The City of Dubuque's proposed match for this project is $183,678 (or 41 %) which install the fiber conduit on its intended route. Future budgeted fiber optic conduit projects will be used towards this match. The fiber optic conduit in these future projects follows the same path that is necessary to fulfill the City's match for this ICAAP grant. RECOMMENDATION I recommend that the City submit an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funds for Priority 1 of the Traffic Signal and ITS (Intelligent Transportation System) Improvements Project. BUDGET IMPACT The summary of the project costs is as follows: Priority 1 - US 20 (Devon Drive to Menards) $ 444.050 $ 444,050 Total Project Cost The Priority 1 funding is as follows: City Funding $183,680 (New Conduit Run from Devon Drive to City Hall) ICAAP Funding 260.370 Total Priority 1 Cost $ 444,050 The City's portion of Priority 1 will be covered under the following Capital Improvement Programs (CIPs): Fiber Optic System (CIP 010A06) O&M Office Fiber Optics (CIP 540815) Fiber Optic Connection (CIP 050217) Fiber Optic Conduit Project (CIP 010285) $ 139,300 105,240 103,400 303.474 $ 651,414 Total Available City Funding ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution authorizing the filing of an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funds for Priority 1 (US 20 from Devon Drive to Menards) of the Fiber Optics Conduit System - Phase I Project. cc: Roger Walton, PE - Iowa Department of Transportation Don Vogt, Public Works Director Chris Kohlmann, Information Services Manager Merrill Crawford, Cable Franchise Administrator David Ness, PE RESOLUTION NO. 68-05 RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE IOWA DEPARTMENT OF TRANSPORTATION FOR IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP) FUNDING OF PRIORITY 1 (US 20 - DEVON DRIVE TO MENARDS) OF THE TRAFFIC SIGNAL AND ITS (INTELLIGENT TRANSPORTATION SYSTEM) IMPROVEMENTS PROJECT Whereas, the Iowa Department of Transportation (Iowa DOT) has made funds available for projects to reduce vehicle emissions; and Whereas, delay along the US Highway 20 causes traffic congestion, which produces excessive levels of vehicle emissions; and Whereas, Priority 1 (US 20 - Devon Drive to Menards) of the Traffic Signal and ITS (Intelligent Transportation System) Improvements Project has been developed which will reduce congestion and vehicle emissions along the Highway 20 Corridor in Dubuque; and Whereas, the Iowa Clean Air Attainment Program Funds will be required to complete said traffic for Priority 1 (US 20 - Devon Drive to Menards) of the Traffic Signal and ITS (Intelligent Transportation System) Improvements Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,IOWA, THAT: 1. Staff is authorized to submit an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funds. 2. Staff is authorized to file any additional documentation that is required by the Iowa Department of Transportation. 3. The City agrees to maintain and operate Priority 1 (US 20 - Devon Drive to Menards) of the Traffic Signal and ITS (Intelligent Transportation System) Improvements Project for public use during the project's useful life if funding is approved. 4. The City of Dubuque, Iowa agrees to commit the necessary $183,678 of the total cost of $444,050 for project implementation. 5. That the Mayor is authorized to sign the necessary application form and subsequent grant contracts with the Iowa Department of Transportation.
