INTRODUCTION
The Historic Preservation Commission has reviewed the application of Historic Bluffs
Neighborhood Association/Chris Olson for funding from the Historic District Public
Improvement Program to install historic street lights and bury utility lines along Grove
Terrace and Lower Grove Terrace in the W. 11th Street Historic District. The application
and staff report are attached for your information.
DISCUSSION
Commissioner Chris Olson excused herself from the table and indicated that she would
abstain from the vote because she is a property owner in the project area, and was
representing the Historic Bluffs Neighborhood Association.
Ms. Olson presented the application to the Commission. She reviewed that the Historic
Bluffs Neighborhood Association previously was approved for HDPIP funding for the
Loras Boulevard Street Lighting Project, but that the project ultimately wound up being
funded with Community Development Block Grant (CDBG) funds due to budget cuts.
She noted that the current HDPIP project will involve the installation of historic street
lights along Grove Terrace. She indicated that the existing overhead lights will be
replaced with the new historic replica lights and that the utility lines will be buried. She
indicated that pedestrian street lights originally proposed along a portion of Grove
Terrace will be removed from the project. She added that cost of burying of the utility
lines should be doubled. She noted that cable, electrical and phone lines will be buried.

Ms. Olson said that the Historic Bluffs Neighborhood Association is applying to the
Dubuque Racing Association for a grant and to the City for a CDBG Large
Neighborhood Grant, to provide the required match.
Staff Member Wernimont indicated that the Engineering Department feels that there
may not be adequate space between the curb and the retaining walls along Grove
Terrace for the installation of the pedestrian street lights. Staff Member Carstens noted
that the Engineering Department recommends that the cost of burying utilities from the
main line to the homes should be a private cost in accordance with City policy, but that
these costs could be used as a match for the HDPIP funds. She also noted that
volunteer time is not an eligible match.
The Commission discussed the possibility of breaking the project into two phases - one
with engineering and the other with the construction. The Commission discussed the
cost of burying the electrical, phone and cable lines. The Commission discussed that
the lights would be the same as the other lights located in the neighborhood, on Loras
Boulevard, and in Cable Car Square.
RECOMMENDATION
By a vote of 8 to 0 with one abstention by Commissioner Olson, the Historic
Preservation Commission recommends that the City Council to approve the project with
the deletion of the pedestrian street lights and volunteer time and the increased cost for
burial of utilities.
By a vote of 7 to 0 with one abstention by Commissioner Olson, the Historic
Preservation Commission recommends that the City Council approve $90,000 from the
Historic District Public Improvement Program to fund the project.

The Montrose Terr. problem of buying up homes is no longer a problem.
The Resource Guide is being printed by Project Concern.
Andrew Brockman gave a review of his project of the cross over landing of the west 11th street steps.
He has cleared the area and now needs to cut the rail and put up a fence and other ideas about brick
around the fence and also a stone with the logo of the elevator. Lots of questions and Ideas of what to do
next and how to fund the project. It could take about $4600 to complete the project. Could use an
easement of the cost. Motion by John Second by Tom to apply for a grant. Motion Carried.
NEW BUSINESS
On the west side of Grove Terr. is a wire that needs to be buried and put up fixtures. We should propose
a light project on Grove Terr. A motion was made that we put in for funding for 12 light by John Second
by Tom Motion carried. A committee was formed they are Tom, Chris and Sue. They will meet at
Chris's place the Tuesday the 7th. lots of discussion and ideas. was had.
Chris motion to support a project to install brick on the west side of 13th and bluff to make a turn off for
neighbors. Second by Carleen motion carried.

Garbage cans seem to stay out all the time on the corner of Prairie and Chestnut.
Home on Highland has modified porch that looks bad should contact landlord.
Motion by Chris, Second by Carleen to support a project to install brick on the west side of 13th and
Bluff it will make a turn off for the neighbors. Motion carried.

HDPIP Application for Grove Terrace Lighting Project
Dear Laura,
The Historic Bluffs Neighborhood Association respectfully requests assistance with a
historically sensitive lighting project on Grove Terrace, We are requesting a grant
consideration of $89,000 for a $118,700 project that will remove insensitive lighting,
bury utility wires, and install sensitive lighting along upper Grove Terrace (Wilbur to
Arlington), lower Grove Terrace (along II th Street) and along the 1 I th Street Elevator
public stairs. Funding of our request in full or in part will help us get closer to
completion for this project.
Project Description:
The project will replace existing overhead cobra lighting and overhead utility wires with
new overhead lighting, some pedestrian scale lighting where appropriate, and bury utility
wires where ever possible along the route of work, New overhead lighting, located at
intersections and comers, will match that recently r---
installed along Loras Boulevard. Pedestrian scale
lighting, at some secondary locations, will match
that installed along the 8th block on Bluff Street.
A total of seven overhead lights and four
pedestrian scale lights are to be installed. The
overhead lights will take the place of existing
overhead cobra lights from Wilbur to Arlington
on Grove Terrace, The other light to be replaced
is the overhead cobra light at the bottom of the
stairs connecting Grove Terrace to lower Grove
Terrace (along II th Street). Three pedestrian
scale lights will be spaced evenly between the overhead lights at the upper jog at II th &
Grove Terrace and the comer of Wilbur & Grove Terrace, The additional pedestrian
scale light will be installed at the new resting park along the II th Street Stairs connecting
Highland to Grove Terrace.

The project will remove unsightly overhead utility
(electrical, telephone, cable) wires along the 1000
block of Grove Terrace, between the east side
houses and the bluff, along 11 th Street at the jog in
Grove Terrace, at lower Grove Terrace (1100
block) and along the east side of the 11th and 12th
block of Grove Terrace.
Timeline: This project will commence once
funding is in-hand, which we expect will be in late
spring 2005. The project, scheduled by the
Engineering Department, is expected to take place
in Fall 2005, with final completion by Jan 31,
2006.

Project Budget: See attached budget for funding sources and grant match.
This project was estimated using figures supplied by Dave Ness with the Engineering
Department of the City of Dubuque based upon recent lighting projects along Loras
Boulevard, Bluff Street, and the Port of Dubuque. Dave determined per light estimates based
upon the total cost of these projects (including but not limited to engineering, design,
installation, and utility fees) divided by the number of lights per project. Additionally, he
took into account a rise in price for the cost of steel, which will affect the light purchase cost.
Alliant and other utilities were contacted regarding the cost of burying utility lines. They
estimated an approximate $1 O/lineal foot cost to bury lines going from the main buried line to
individual houses and the 11 th Street Elevator public stairs.
One hundred total hours of volunteer time is estimated for 2-3 members of the group in
managing this project, at the rate of$71 hour. This is provided as an in-kind donation.
Project Location: Please see attached map for more information on location of lights.
Exact lighting placement will be coordinated with neighbors and the Engineering Department
to determine the best placement for practical purposes for the city and residents.
Conclusion: We appreciate the opportunity to make an application to the HPC and hope you
will be able to help us with this project. We would appreciate full funding of our request, but
funding in part will be helpful as well. Our plan is to continue this project in the future,
extending out to other streets and beautitying this historic neighborhood.

Physical Characteristics: The right-of-way along Grove Terrace borders many historic
buildings. The buildings located throughout the West 11th Street Historic District are
primarily mixed use residential, commercial and office. The bulk of the West 11th Street
Historic District is primarily residential. The right-of-way and sidewalks in the West 11 th
Street Historic District are both narrower than those found in the nearby commercial
area downtown.
Staff Analysis: The applicants are applying for funding from the Historic District Public
Improvement Program for proposed streetscape improvements in the public right-of-
way. The Historic Bluffs Neighborhood Association has proposed the installation of
historic street lighting and burying of utility lines along Grove Terrace. The request is
also for installation of a historic street lights on the W. 11 th Street Elevator public steps.
The historic street lights will be a combination of pedestrian scale and intersection street
lights. The lights will be the same ones that are located along Loras Blvd and Cable
Car Square. The applicant has been working with Dave Ness in the City Engineering
Department on the estimates for installation of the street lights.

Staff Comments: Engineering and Planning staff have noted a number of issues related
to the installation costs for the street fights in this neighborhood. These include:

· The likely presence of rock, which will require the higher cost to trench for burial
of utilities (which also requires removal and replacement of sidewalk).
· The need to verify if there is sufficient public right-of-way width to allow for new
pedestrian lights and overhead lights with a minimum four-foot wide sidewalk.
· The cost to bury additional overhead utilities in addition to Alliant Energy's power
lines - telephone and cable TV.
· The cost to bury utility extensions to individual homes including electrician's fees,
should be a private cost, not a HDPIP cost, and staff would recommend this cost
be an eligible local match.
· The need for 100% of the property owners affected by the burial of their service
lines to agree to pay for these costs, or for the rest of the property owners to
make up the difference for those homeowners who cannot afford the cost.
· The proposed in-kind services of property owners' time for managing the project
on their end should not be an eligible local match. The intent of in-kind services
would be the costs of donated services such as the electrician's fees.
Due to the number and complexity of the engineering issues, Planning and Engineering
staff recommends that the project be done in two phase. The first phase would be a
feasibility study conducted by a professional engineering firm to address the myriad of
issues, and to develop a firm cost estimate. The second phase would be the installation
of the new historic lights and the burial of all utility services.
The role of the Historic Preservation Commission in reviewing this project is to serve as
an advisory design review body to the City Council for review of public works projects
which have historic preservation implications in historic districts. The Commission is
also responsible for providing a recommendation to the City Council about funding
projects from the Historic District Public Improvement Program. The Commission's
recommendation will go on to the City Council with the application materials for their
review and approval of the project.
Compliance with Design Guidelines: In 2002, the Streetscape and Landscape
Guidelines were created to help provide recommendations for public improvements in
the public right-of-way. Historic street lights were taken into consideration with the
Streetscape and Landscape Guidelines.
