SUBJECT: Application of Downtown Neighborhood Council/Dave Stuart for funding
from the Historic District Public Improvement Program to install historic
replica traffic lights along Loras Boulevard at the intersections of Bluff
Street, Locust Street, Main Street and Iowa Street located in the Jackson
Park Historic District
The Historic Preservation Commission is recommending to the City Council that the
project budget for the replacement of four traffic signals on Loras Boulevard be
increased from $180,000 to $260,000 to have the new traffic lights be historic replicas.
This would be an $80,000 or 44.4% increase in the project budget.
The allocation of this $80,000 in funds would negatively impact the City's Street
Program and would require the cancellation of a street currently scheduled for
resurfacing.
I respectfully recommend Mayor and City Council denial of the Historic Preservation
Commission request regarding the traffic lights on Loras Boulevard.

Dear Mayor and City Council Members:
INTRODUCTION
The Historic Preservation Commission has reviewed the application of the Downtown
Neighborhood Council/Dave Stuart for funding from the Historic District Public Improvement
Program to install historic traffic lights along Loras Boulevard at the intersections of Bluff Street,
Locust Street, Main Street and Iowa Street located in the Jackson Park Historic District. The
application and staff report are attached for your information.
DISCUSSION
Chairperson Dave Stuart excused himself from the table, indicating that he would abstain from
the vote because he is representing the Downtown Neighborhood Council. Vice Chairperson
Chris Olson presided.
Mr. Stuart presented the application to the Commission. He indicated the application is for the
installation of historic stop lights and street lights along Loras Boulevard at the intersections of
Iowa, Main, Bluff and Locust Streets. He indicated that the Engineering Department currently
has funds budgeted in the Capital Improvement Program (CIP) for replacing the stop lights with
standard overhanging lane lights that can be seen better. He noted that the traffic along Loras
Boulevard will have overhead lane lights while traffic going north/south along Locust, Bluff, Main
and Iowa Streets will have the standard pole lights for traffic signalization. He noted that the
Downtown Neighborhood Council is asking for $80,000 of HDPIP funds for historic replica traffic
lights at these four intersections.
The Commission discussed that the application. They noted that the application does not meet
the HDPIP guidelines for non-City funding as the match requirement. They also questioned
where the $80,000 figure came from. Mr. Stuart noted that the $80,000 is to upgrade the
standard pOles to historic replicas. He noted that the proposed historic street lights submitted

with the application are just one option, and that the Engineering Department will pick out the
historic replica poles.
The Commission noted that they would like to see the final pole design come back to them
before installation. The Commission also discussed the amount of traffic signage that would be
placed on these poles.
The Commission discussed the funding of the Downtown Neighborhood Council's application.
The Commission noted that they had real concems that there is no local match for the HDPIP
Funds. The Commission discussed that this is a public improvement project located in an
historic district and that the Engineering Department should follow the adopted Streetscape and
Landscape Design Guidelines for Historic Districts, and to budget accordingly.
The Commission then discussed how to help the Engineering Department and public utility
companies doing work in the public right-of-way to follow the Streetscape and Landscape
Design Guidelines. Consensus was to ask that the Engineering Department be allowed to
attend a work session with the Historic Preservation Commission to review the Design
Guidelines, to help develop a policy for their consistent application and funding for
improvements in the public right-of-way in the Historic Districts.
RECOMMENDATION
By a vote of 8 to 0 with one abstention by Chairperson Stuart, the Historic Preservation
Commission recommends that the City Council approve the historic replica traffic lights as
submitted, with the final design of the historic replica traffic light standards and traffic signage to
be reviewed by the Historic Preservation Commission.
By a vote of 7 to 0 with one abstention by Chairperson Stuart, the Historic Preservation
Commission recommends that the City Council direct the Engineering Department to use the
existing CIP budget to upgrade the three most critical intersections with historic replica traffic
lights, and to budget in a future year for the remaining intersection to be upgraded with historic
replica traffic lights, and to budget for public improvements in historic districts as approved by
the City Council.
By unanimous consent, the Historic Preservation Commission asks that the Engineering
Department be allowed to attend a work session with the Commission to review the Streetscape
and Landscape Design Guidelines, to help develop a policy for their consistent application and
funding for improvements in the public right-of-way in the Historic Districts.

A. Project Summary: Discuss the project and the key project work elements of the
proposed streetscape improvements.
Project will upgrade the stoplights at intersections on Loras Blvd. when the city replaces those
lights. The replacement is currently planned for the upcoming year. The intersections of Loras
and Iowa, Loras and Main, Loras and Locust and Loras and Bluff Streets will be upgraded.
Instead of the "basic" metal poles, historic-type poles will be used. Intersection lighting will also
be incorporated with the historic replacement poles as well. Historic poles will be painted a dark
color, probably either black or dark green. The city will solicit bids from several vendors for the
historic poles and lights. Members of the Downtown Neighborhood Council have volunteered to
assist the city in choosing pole designs, colors and locations. The city's cost for the basic poles
and controls is considered to be the funding match and no additional private cost share other than
this grant is needed to execute the project.
B. Neighborhood Impact and support: Describe the current conditions and how the
project will improve the neighborhood and/or project area. Discuss the level of neighborhood
and property owner support.
The stoplights on Loras Blvd. in the Jackson Park Historic District are scheduled for replacement
within the year. The replacement will include new poles and controls with lights for Loras
overhanging the traffic lanes. These would be plain galvanized metal poles that would not blend
in with the architecture of the area. Upgrading the stoplight poles to a historic type and
integrating historic lighting with the stoplights will provide a continuity and a corridor of historic
lighting and stoplights along Loras Blvd. not only through the Jackson Park Historic District but
also further West past Bluff street into the blocks where historic lighting was installed last year.
These improvements would have a high visual impact to this busy and frequently visited
neighborhood.

Memorandum of Support
The Downtown Neighborhood Council met in October of 2004 to consider two Historic
District Public Improvement Program applications. Members present voiced their
unanimous support for a request for historic street lighting in the Jackson Park National
Register Historic District. Subsequently, members of The Downtown Neighborhood
Council were polled on the changes to the plan explained in October and voiced their
unanimous support of those changes and the proposed Historic District Public
Improvement Program applications to upgrade the stoplights on Loras Blvd. to include
historic poles and lighting when the intersection lights are changed by the city.

Physical Characteristics: The right-of-way located in the Jackson Park Historic District
borders many historic buildings. The buildings located throughout the Jackson Park
Historic District are primarily mixed use residential, commercial and office. The bulk of
the Jackson Park Historic District is primarily residential. The right-of-way and
sidewalks in the Jackson Park Historic District are both narrower than those found in the
nearby commercial area downtown.
Staff Analysis: The applicants are applying for funding from the Historic District Public
Improvement Program for proposed streetscape improvements in the public right-of-
way. The City of Dubuque has planned as part of the Capital Improvement Program
(CIP) to replace the traffic stoplights at the intersection of loras Blvd and Iowa Street,
loras Blvd and Main Street, loras Blvd and locust Street, and loras Blvd and Bluff
Street. The current CIP Budget is to replace the poles with standard traffic stoplights
with no historic detail. The Downtown Neighborhood Council is requesting funding to
allow the standard traffic stoplights to be upgraded to a more historically appropriate
fixture.

The role of the Historic Preservation Commission in reviewing this project is to serve as
an advisory design review body to the City Council for review of public works projects
which have historic preservation implications in historic districts. The Commission is
also responsible for providing a recommendation to the City Council about funding

Compliance with Design Guidelines: In 2002. the Streetscape and landscape
Guidelines were created to help provide recommendations for public improvements in
the public right-of-way.
