City Engineer Gus Psihoyos recommends City Council approval of ordinance changes
to stop signs, parking restrictions and motor truck routes in the Port of Dubuque.

INTRODUCTION
Several changes have occurred in Port of Dubuque that necessitate changes
to the current Code of Ordinances.
DISCUSSION
In early 2004 the Port of Dubuque In-House Committee recommended that
parking be allowed on portions of Bell Street and Fifth Street as part of the
Master Plan for the Port of Dubuque.
In June, 2004, the Planning Commission recommended and the City Council
approved, a change in street name designation of Fourth Street to Ice Harbor
Drive.
During construction of Fifth Street and Bell Street, the "No Parking" signs that
had been in place, according to existing City Code, were removed; however,
the signs were not replaced. The current City Code should be revised to reflect
the changes to parking on Bell Street and Fifth Street. (See Exhibit A.)
Also the stop signs, parking restrictions, and motor truck routes need to be
modified to reflect the street name changes of Fourth Street (now Ice Harbor
Drive) and Ice Harbor Road (the section from the Third Street Overpass to
First Street now known as Ice Harbor Drive). (See Exhibits B, C, and D.)
RECOMMENDATION
I recommend changes to the current ordinances pertaining to stop signs,
parking restrictions and motor truck routes as described in the attached
ordinances.
ACTION TO BE TAKEN
The City Council is requested to pass the attached ordinances relating to stop
signs, parking restrictions, and motor truck routes in the Port of Dubuque.
