Dear Mike:
The City of Dubuque's Long Range Planning Advisory Commission has reviewed your
recommended FY2006-2010 Capital Improvement Program (CIP).
Discussion
The Commission is pleased to see the CIP projects related to implementation of the
Downtown Dubuque Master Plan, improvements at Eagle Point Park, land acquisition for
Four Mounds, proactively addressing leaks in the sanitary sewer system, attention to park
improvements, increasing the amount of park land west of JFK Road and the Northwest
Arterial, rehabilitation of Five Flags Civic Center, an alternate east-west corridor study, and
implementation of the Downtown Master Plan.
The Commission suggests that with the CIP project to expand Cleveland Park, that the City
take care to preserve both the view from the park and the view up to the park from Dodge
Street because this is a picturesque bluff at a City gateway.
Commissioners noted that a year after the adoption of the Downtown Master Plan, a
downtown advocate has not been funded. Commissioners reviewed that a downtown
advocate is one of the key action steps for implementation of the Downtown Master Plan.
The Commission noted that you have not recommended Dubuque Main Street Ltd.'s
request for $50,000 to support this implementation role. Commissioners discussed the
need for a downtown advocate, what organization might fill that role, and how that
advocate might be selected.
Recommendation
The Long Range Planning Commission has found that your recommended FY2006-
2010 Capital Improvement Program is consistent with the City's Comprehensive Plan,
and has recommended City Council adoption of the CIP.

The Long Range Planning Advisory Commission also has recommended that the City
Council support, appoint, and fund a downtown advocate exclusively to implement the
Downtown Dubuque Master Plan.

RESOLUTION NO. 92-05
ADOPTING THE CITY OF DUBUQUE FIVE YEAR CAPITAL IMPROVEMENT
PROGRAM
WHEREAS, a recommended five year Capital Improvement Program for the
period beginning July 1, 2005, and ending June 30, 2010, for the City of Dubuque has
been prepared and submitted to the City Council; and
WHEREAS, the five year Capital Improvement Program describes specific
capital improvement projects, provides estimated costs for those projects, proposes
sources of funds for each of them, and schedules the year during which each project
will be undertaken; and
WHEREAS, the capital improvement projects for the first year are included in the
Fiscal Year 2006 budget for the City of Dubuque; and
WHEREAS, the five year Capital Improvement Program will be reconsidered
annually by the City Council and appropriately revised; and
WHEREAS, the adoption of the five year Capital Improvement Program is a
prudent measure to provide continuity of programs and is in the best interest of the City
of Dubuque.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the five year Capital Improvement Program for the period
beginning July 1,2005, set out in the Fiscal Year 2006-2010 Recommended Capital
Improvement Budget, is hereby approved and adopted as the proposed allocation of
City resources for capital improvements as scheduled in the years shown, subject to
annual review and revision.
