APPLICATION TO THE IOWA DEPARTMENT OF NATURAL RESOURCES FOR A REAP GRANT
FOR THE GRANGER CREEK NATURE TRAIL AT THE DUBUQUE TECHNOLOGY PARK
Whereas, the Iowa Department of Natural Resources has allocated grant funds for the
development of multi-purpose trails; and
Whereas, the City has an adopted Comprehensive Plan which includes goals and
objectives for the development of bike/hike trails.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
Section 1. That the Mayor is hereby authorized to sign and the Planning Services Manager
is hereby authorized to submit the resolution and the application to the Iowa Department of
Natural Resources for REAP Funds for the Granger Creek Nature Trail at the Dubuque Technology
Park.
Section 2. That in the event said application is approved, the City Council hereby
provides its written assurance that the completed project will be adequately maintained for its
intended use for a minimum of twenty (20) years following project completion.
Section 3, That the City of Dubuque agrees to abide by all local, state, and federal
requirements applicable to the proposed project,

Narrative assessing existing conditions, outlining concept of proposed plan and
project justification.
The Granger Creek Nature Trail will be constructed at the Dubuque Technology Park
as a recreational amenity for the community, as well as the employees of
businesses, students and residents located in the area. The Dubuque Technology
Park is ocated on the south side of Dubuque, at the southeast corner of Lake
eleanor Road and U.S. 61/151. The multi-use hike and bike trail will loop through
the open space area of the industrial park, and the internal streets of the park.
Vistas of the Granger Creek watershed, rolling hills of prairie grasses and wooded
limestone bluffs are among the many natural features in the area.
Grading for the trail was completed during the grading of the technology park. The
twelve foot wide trail bed needs to be paved to accommodate hikers and bikers
more safely, and to provide access to persons with disabilities. The final pavement
width of the asphalt trail will be ten feet, with a two foot clear zone on each side.
The physically-separated, off-road portion of the Granger Creek Nature Trail will be
1.3 miles in length. The signed, on-street portions of the trail will add slightly less
than a mile on Digital Drive and Data Court, creating a 1.4 mile loop and a longer
1 .7 mile loop within the technology park. The total trail length, including both
loops will be 2.15 miles. Funding is requested for only the 1.3 miles of physically
separated, off-road trail.
The trail will include a trail head on the north side of the industrial park. This trail
head will include a parking lot, benches and trash receptacles. The parking lot will
be paved and striped and will include eight spaces and one van-accessible parking
stall for persons with disabilities. . The trail head also will serve as a parking area
and meeting point for persons using the proposed Southwest Arterial trail, planned
for construction in 2003. Other amenities along the trail will include a picnic area
on the south side of the park, overlooking the Granger Creek and two detention
ponds, with a view of scenic hills covered with prairie grasses. The picnic area will
be covered with a pavilion and equipped with litter receptacles and picnic tables
accessible to persons with disabilities. Mature oaks will shade the picnic area as
well as provide wind protection and visual interest.
New plantings, including arborvitae, red and yellow stemmed dogwoods, and
deciduous trees have already been installed on site to provide screening between
the trail and neighboring residential areas. In addition, native prairie grasses and
flowers will be planted in the Spring of 1999. No landscaping funds are requested
for this project from the Recreational Trails fund.

A.
Plans are underway to link the Granger Creek Nature Trail to a major city-wide
multi-use trail at the northwest corner of the project area. The trail will be
connected to the Southwest Arterial trail, a multi-use hike and bike trail that will be
an integral section of Dubuque's city-wide hike and bike trail network. The
Southwest Arterial Trail will run through wooded valleys and rolling agricultural
land, offering trail users some of the most scenic vistas in the state.
Additionally, there exists the possibility for a connection between the Granger
Creek Nature Trail and the Mines of Spain State Recreational Area, which lies to the
north of the project area. The Iowa Department of Transportation is currently
studying improvement options along U.S. 61/151 from Grandview Avenue south to
the point where U.S. 61 splits from U.S. 151 (See Map 1). A multi-use trail
connection could be added to the improvement schedule. This trail segment then
would connect the Granger Creek Nature Trail with the Mines of Spain, which has
direct linkages to the Heritage Trail Riverfront System and the Dubuque County
Heritage Trail. The Heritage Trail Riverfront System is the 18-mile extension of the
26-mile Dubuque County Heritage Trail, to be finished in 2000.
This connection also will integrate the Catfish Creek Nature Trail, which will run
from north of U.S. Highway 20 at Northwest Arterial to the Mines of Spain along
the banks of the Catfish Creek. The Catfish Creek Nature Trail will be an important
segment of the city-wide bike and hike trail network, as it will connect residential
areas with some of the highest density shopping and entertainment businesses in
the city, including Wacker Plaza and the Kennedy Mall. These connections will
enable residents of Dubuque and its many visitors to experience the natural beauty
of southwest Dubuque on one of the finest multi-use trail networks in Iowa.
With the many possibilities for linkages between the Granger Creek Nature Trail
with other parts of Dubuque, it is important to note that the trail will be a
destination in and of itself. At the southern edge of the project area, the trail will
overlook the Granger Creek, two small ponds and a panoramic view of the rolling
prairie hillsides just beyond. This is one of the most beautiful vistas in the entire tri-
state area.
There is a great need for neighborhood parks in the area. There are just under a
thousand children under the age of 1 8 within a one and a half mile radius of the
project area. In addition, many of the residents in the areas live in high-density
trailer parks. This nature trail will improve the quality of life for area residents by
providing public access to green space and passive recreational opportunities.

will include trailblazer signs, benches, litter receptacles, picnic tables and a pavilion.
Planning Services Manager Laura Carstens is recommending submission of a REAP Grant
application to IDNR for construction of this trail and its related amenities.

This memo transmits for City Council approval an application to the Iowa Department of
Natural Resources for a REAP (Resource and Enhancement Program) grant to construct
the Granger Creek Nature Trail at the Dubuque Technology Park. A resolution authorizing
submission of the grant application is enclosed as well.
During construction of the Dubuque Technology Park, grading for the trail was completed.
The project involves paving of a twelve-foot wide trail, as well as installation of a trail head,
signed routes along Digital Drive and Data Court, and related amenities. A trail head, with
a paved parking lot, benches, litter receptacles and trail map, would be located near the
intersection of Lake Eleanor Road and Digital Drive. Amenities along the1.3 bike/hike trail
will include trail blazer signs, benches, litter receptacles, picnic tables and a pavilion.
The project is budgeted for FY 2001. The estimated project cost is $200,000. REAP
grants do not require a local match. The maximum grant amount is $200,000 per year for
a single project each year. REAP grant applications must be reviewed and approved by
the Dubuque County REAP Committee prior to submission to the IDNR. Applications are
due to the local committee by July 17, and to IDNR by August 15.
I recommend that the City Council adopt the enclosed resolution authorizing the
submission of the REAP grant application to IDNR for construction of this trail and its
related amenities.
