AN ORDINANCE.AMENDING THE CITY OF DUBUQUE CODE OF ORDINANCES
BY ADDING A NEW SECTION 32-267.1 PROVIDING FOR THE ESTABLISHMENT OF
PARKING RESTRICTIONS FOR SEMITRAILERS ON DESIGNATED STREETS OR
PORTIONS THEREOF AND ADDING CERTAIN PORTIONS OF HARRISON STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa, be amended
by adding the following new Section 32-267.1 thereof as follows:
"Sec. 32-267.1
"Parking Restrictions for Semitrailers on Designated Streets
or Portions Thereof".
Where spaces have been designated by signs or markings for "No Parking
Semitrailers", it shall be unlawful for the operator of any such vehicle to stop, stand or park
in the following areas:
Harrison Street, east side, from Railroad to its northerly terminus.

AN ORDINANCE AMENDING SECTION 32-262 (D) OF THE CITY OF DUBUQUE
CODE OF ORDINANCES, PROHIBITING PARKING ON DESIGNATED STREETS OR
PORTIONS THEREOF BY DELETING CERTAIN PORTIONS OF HARRISON STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The City of Dubuque Code of Ordinances is amended by deleting from
Subsection (d) of Section 32-262 the following:
Harrison Street, both sides, from Railroad Avenue to its northerly terminus.
Section 2. The City of Dubuque Code of Ordinances is amended by adding to
Subsection (d) of Section 32-262 the following:
Harrison Street, west side, from Railroad Avenue to its northerly terminus.

SUBJECT: Semi-trailer Parking Restriction--Harrison Street

In December, 1999, in response to a request from Tandem Tire and Auto Service to
address the long-term parking of semi-trailers blocking their building, a parking
prohibition was enacted on Harrison Street. Another nearby business is having
problems with the need for automobile parking. Public Works Director Mike Koch is
recommending modifying the parking restriction to only prohibit semi-trailer parking.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Semitrailer Parking Restriction - Harrison Street
INTRODUCTION
This memorandum is in regard to a proposed change in the "No Parking" zone which
currently exists on both sides of Harrison Street, from Railroad Avenue to its northerly
terminus.
DISCUSSION
In December, 1999, at the request of Tandem Tire & Auto Service, Inc., parking was
prohibited on the west side of Harrison Street, from Railroad Avenue to its northerly
terminus. This request was precipitated by a problem which Tandem Tire was having
with the long-term parking of semitrailers in front of their business driveway and blocking
visibility at the driveway. Since parking had already been prohibited on the east side of
Harrison Street, this change eliminated all parking on both sides of the street.
With the elimination of all parking on the street, a problem has now arisen with other
properties along the east side of Harrison Street which had not been impacted by the
previous semitrailer parking. One of these businesses is requesting that the parking be
restored on the east side of Harrison Street, as it was prior to December, 1999.
. RECOMMENDATION
Reinstatement of all parking on the east side of Harrison Street would, I believe, cause the
long-term parking of semitrailers to redevelop on that side;-A preferred alternative would
be to adopt a new parking restriction which would prohibit parking of semitrailers on
streets as approved by the City Council, and listing them in the Code of Ordinances of the
City of Dubuque.
I would, therefore, recommend adoption of the enclosed ordinance enacting a new Section
of the Code of Ordinances, Section 267.1, "Parking Restrictions for Semitrailers on
Designated Streets or Portions Thereof". The ordinance also provides for this prohibition
to be established on the east side of Harrison Street, from Railroad Avenue to its northerly
terminus.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinances creating a new parking
district prohibiting the parking of semitrailers on Harrison Street, from Railroad A venue to
its northerly terminus.
