SUBJECT: Contract for Services for Phase I of the Master Plan for the
Fourth Street Peninsula
The City Council at its June 1 9, 2000 meeting, approved a development agreement
with Platinum Hospitality Group for the development of the Fourth Street Peninsula.
The agreement included the formation of a work group whose charge is to
recommend a consulting firm to create the master plan for the peninsula. The final
determination on site planning shall be made by the City Council. The work group
is comprised of:

The work group is recommending that the master planning process be divided into
two separate processes. The first process is Phase I which would include master
planning for the area of the peninsula along the riverfront, beginning at the Ice
Harbor and continuing to the brewery. It would include the area along the river
east of Bell Street. Phase II of the master plan for the peninsula would include the
area on the peninsula west of Bell Street.
The work group identified seven components of the master planning process. They
include:

1 . Conceptual Design and Space Programming of the Education and
Conference Center
2. Parking Projections for the peninsula
3. Circulation plans for pedestrian and vehicular traffic
4. Quality renderings of the known facilities on the peninsula
5. Incorporation of the Smart Growth Elements in the master plan
6. Estimates of Probable Cost for the improvements
7. Public and Stakeholder Input
The short time frame that exists to create a Vision Iowa Program application does
not provide time to conduct the City's normal Request For Proposal process for
professional services. We have heard estimates of 3 - 6 months for an application
deadline. Fortunately, one of the local partners in this project, The Durrant Group,
is a highly capable and knowledgeable organization with international credentials
that is prepared to start this project work immediately.
The Durrant Group Inc. submitted a proposal for providing the services necessary
for completing Phase I of the master plan for the Fourth Street Peninsula with a
great emphasis on the components of the Conceptual Design and Space
Programming of the Education and Conference Center and the Renderings. The
concepts of the Education and Conference Center must be more fully developed for
the Vision Iowa application and are an important vehicle in communicating the
vision of the Fourth Street Peninsula to the community and the Vision Iowa Board.
Plans are to hold stakeholder input meetings with the peninsula property owners,
the hotel owners, the Convention and Visitors Bureau board, and the Main Street
Ltd. board. The public will be invited to view and give input on the master planning
concepts prior to final design. Other stakeholder groups may be involved as the
process is implemented.
The City Council will be asked to provide input before the initial work group
meetings, and will approve the site plan before the preparation of the final product.
The forums to be used for City Council involvement will be determined as the
process is more fully developed.
The Durrant Group Inc. has proposed to provide the master planning services for
Phase I of the master plan for the Fourth Street Peninsula at a total cost of
$98,500.

The funding for Phase I of the master planning for the Fourth Street Peninsula
would come from the Riverfront 2000 Plan Implementation Strategies budget of
$50,000 and from the Riverfront leasehold Improvements budget of $55,000.
The latter line item is available because the City's cost of removing the storage
tanks was $15,000 from a budgeted amount of $70,000.
Recommendation
The work group is recommending the approval of the contract with The Durrant
Group Inc. for services for Phase I master planning for the Fourth Street Peninsula.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Purpose
The purpose of this memo is to make a recommendation for services to develop Phase I of the
master plan for the Fourth Street Peninsula.
Background
The City Council at its June 19, 2000 meeting, approved a development agreement with
Platinum Hospitality LLC. for the development of the Fourth Street Peninsula. The agreement
included the formation of a work group whose charge is to recommend a consulting firm to
create the master plan for the peninsula. The work group is comprised of:

Discussion
The first meeting of the work group was held on June 22, 2000. The determination was made
that the master planning process should be divided into two separate processes. The first process
is Phase I which would include master planning for the area of the peninsula along the riverfront,
beginning at the Ice Harbor and continuing to the brewery. It would include the area along the
river east of Bell Street. The master planning process is being phased because the time frame for
master planning for this area of the peninsula is very compact and the results of the planning are
essential for submission of the Vision Iowa application later this year.
Phase II of the master plan for the peninsula would include the area on the peninsula west of Bell
Street. The uses for the Phase II area are much less clear than the Phase I area and require more
time and stakeholder input for quality master planning. The intentions of the work group are to
begin the process of master planning for this area soon after the beginning of Phase I and
complete it in early 2001.
The work group has been working with The Durrant Group Inc. for the past few weeks to
identify the needs of the City in master planning for Phase I and in preparing an application for
the Vision Iowa funds. The work group identified seven components of the master planning
process. They include:

The work group also determined the necessary expertise for members ofthe consultant's project
team.
The Durrant Group Inc. submitted a proposal for providing the services necessary for completing
Phase I of the master plan for the Fourth Street Peninsula. The proposal includes the components
identified by the work group and are in more detail in Section B of the proposal. The work group
put the most emphasis on the components of the Conceptual Design and Space Programming of
the Education and Conference Center and the Renderings. They believe that the concepts of the
Education and Conference Center must be more fully developed before the Vision Iowa
application can be submitted. They also believe that the renderings are an important vehicle in
communicating the vision of the Fourth Street Peninsula to the community and the Vision Iowa
Board.
The work group will be taking the lead in the Public/Stakeholder Input portion of the master
planning process. Plans are to hold stakeholder input meetings with the peninsula property
owners, the hotel owners, the Convention and Visitors Bureau board, and the Main Street Ltd.
board. The public will be invited to view and give input on the master planning concepts prior to
final design. Other stakeholder groups may be involved as the process is implemented.
Plans are to involve the City Council throughout the master planning process. They will have a
role in three specific meetings to (1) provide input to the work group and consultant prior to the
three work group meetings; (2) review the plans and drawings prior the preparation of the final
product and vote to approve the final concepts; and (3) view the final product upon completion.
The forums to be used for City Council involvement will be determined as the process is more
fully developed.
The compensation portion of the Durrant Group Inc. proposal is divided into two parts. First is
the cost of providing the services to create the renderings. There are plans to create four rendered
plans and eight image renderings. The rendered plans are similar to site plans and the image
renderings are similar to the rendering of the hotel/water park submitted by Platinum Hospitality
LLC. The cost for the renderings and related costs is $40,000. These services will be done by an
outside firm and are in the proposal as a reimbursable which means that we pay for the actual
cost of the renderings.
The second part of the compensation portion of the proposal is for all other services. This
includes work on the Education and Conference Center, parking and circulation issues,
incorporation of smart growth elements of the Vision Iowa application, and estimates of probable
cost of the improvements. This part is proposed to cost $58,500. The total cost of the proposal
is $98,500.
The funding for Phase I of the master planning for the Fourth Street Peninsula would come from
the Riverfront 2000 Plan Implementation Strategies budget of $50,000 and from the Riverfront
Leasehold Improvements budget of$55,000. The latter line item is available because the City's
cost of removing the storage tanks was $15,000 from a budgeted amount of $70,000.
Recommendation
The recommendation from the work group is to approve the attached proposal by the Durrant
Group Inc. for services for Phase I master planning for the Fourth Street Peninsula for $98,500
and authorize the City Manager to execute a contract with The Durrant Group Inc.
