RESOLUTION NO. 325-00
RESOLUTION AUTHORIZING CERTAIN DESIGNATED FISCAL
OFFICERS OF THE CITY OF DUBUQUE TO EXECUTE ELECTRONIC
INVESTMENT TRANSACTIONS WITH TREASURY DIRECT ON
BEHALF OF THE CITY OF DUBUQUE, IOWA
Whereas, the City of Dubuque has established a book-entry account with Treasury
Direct; and
Whereas, the City of Dubuque invests short-term fund in the u.s. Treasury
securities through Treasury Direct; and
Whereas, the City of Dubuque can improve cash management through electronic
processing provided by Treasury Direct; and
Whereas, the City Council has determined that the fiscal officers who may
execute electronic investment transactions with Treasury Direct on behalf of the City of
Dubuque are Administrative Services Manager, Finance Director, and Assistant Finance
Director.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
The Administrative Services Manager, Finance Director, and Assistant Finance
Director are hereby authorized to execute electronic investment transactions with
Treasury Direct on behalf of the City of Dubuque.

Finance Director Ken TeKippe is recommending a resolution authorizing the
Administrative Services Manager, Finance Director and Assistance Finance Director
as fiscal officers to execute electronic investment transactions with Treasury Direct
on behalf of the City.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Designation of Fiscal Officers
INTRODUCTION
The purpose of this memorandum is to request City Council approval of the attached
resolution authorizing the Administrative Services Manager, Finance Director and
Assistant Finance Director to execute electronic investment transactions with Treasury
Direct on behalf of the City of Dubuque.

BACKGROUND
Due to Duane Pitcher's departure and Jerry Hird's retirement, an updated resolution is
required to authorize individuals to execute electronic investment transactions with
Treasury Direct on behalf of the City of Dubuque. The resolution identifies positions
only without names, which should reduce future resolutions at the time of personnel
changes in the three positions designated. Accordingly, an updated resolution at the
time an individual is hired as Assistant Finance Director in a couple months will not be
needed. Resolution no. 511-97 initially authorized electronic investment transactions
with Treasury Direct.
DISCUSSION
Attached is a resolution authorizing the Administrative Services Manager, Finance
Director and Assistant Finance Director as fiscal officers to execute electronic
investment transactions with Treasury Direct on behalf of the City.
