SUBJECT: Census 2000 Wrap-Up and Results
Local Census 2000 public relations efforts are now complete and results are being
tabulated by the U.S. Census Bureau.
The internal committee, who coordinated the efforts of the Complete Count
Committee, are quite pleased to share with you our efforts and results.
While we cannot completely correlate our local success to our marketing,
advertising and public relations campaign, we feel strongly that our efforts and the
efforts of more than 50 community volunteers did bear positive results.
One way we can determine this is by the number of phone calls the Planning
Services Office answered relating to Census questions from early March through
early April. The Planning Services Office took approximately 20 Census-related
calls per day during that time. Most of the callers had seen our ads or heard us on
the radio and were calling for assistance. We also referred many calls to the
Question Assistance Center at Operation New View.
The attached grid outlines the numerous components of our campaign. The
campaign was well coordinated and tightly integrated to meet the needs of our
many local audiences.
Also attached are the final initial response results for Iowa, Dubuque and Dubuque
County, as posted on the national Census 2000 web site (dated April 18). A third
attachment gives the breakdown of expenses for the three-week public relations
campaign for your information.
In the spring of 2001, we intend to use this data to enter a national competition.
The Public Relations Society of America (of which Susan Gwiasda and Jan Powers

Powers are members) hosts an annual nation wide competition to select the best
examples of integrated public relations campaigns. We feel confident that our
campaign will be a strong entry and hope to garner recognition for the City via an
award.

Dear Mr. Mayor and Members of the Council:
As you know, we are counsel for Plastic Center, Inc. d/b/a The Fischer Companies ("PCI") with
regard to the above matter which is presently set for a public hearing before you at your July 17, 2000
council meeting. While the zoning commission approved of the re-zoning application based upon the
submitted conceptual plan at their prior meeting, we now respectfully request, on behalf of PC I, that you
table this matter pending the decision by the Iowa Department of Transportation with regard to the location
of the Southwest Arterial. As we understand it, the Iowa Department of Transportation is considering, and
will make a decision, with regard to moving the Southwest Arterial to a more westerly location; if so, such
decision may have an impact on our client's above-referred to project which includes, as you know, a
request for a right-inlright-out access from the subject property to the Northwest Arterial as well as a
controlled intersection from the subject property to the Northwest Arterial. It seems appropriate to us that
this matter be tabled until such time as the lOOT makes its decision.

Update on City Board of Health Dissolution Transition Process
This memo provides an update on the City Board of Health dissolution transition process.
Since December 1999, I have been working with a task force for a transition from a City
and County Board of Health to one County Board of Health. The task force members
included:
Dr. John Viner, County Board of Health Chair;
Dr. Paul Buss, Dubuque County Health Department Director;
Mary Pat Breitfelder, Hillcrest Family Services;
Barbara Moran, Executive Director of the Dubuque Visiting Nurse Association; and
Rod Tokheim, Mercy Medical Center, who facilitated the process.
Since completing the community health needs assessment and health improvement plan,
the task force has worked on budget recommendations to the County Board of Health and
Board of Supervisors that meet the needs identified in that assessment. The task force is
also working on an updated job description for the County Director of Public Health and,
also, a plan for beginning the Healthy Dubuque 2010 process.
I will be working with Paul Buss and staff from the VNA to orient them to communicable
disease follow-up over the next several months. VNA will conduct communicable disease
follow-up for the entire county. The task force will also be working on a "crisis
communication plan" so that roles are properly defined during public health alerts and
emergencies. I will also be assisting with the Healthy Dubuque Steering Committee role
definition, structure, and planning for the development of Healthy Dubuque 2010.
BOARD OF HEALTH ACTION
No action is required at this time. The City Council will be advised to dissolve the Board of
Health.

SUBJECT: City Board of Health Dissolution
Public Health Specialist Mary Rose Corrigan, consistent with direction from the City
Council, is recommending dissolution of the City Board of Health.
The County Board of Health is asking for $15,000 a year for three years to aid in
the transition by funding communicable disease follow-up and immunization case
management. While I support this request the only commitment that could be
made at this time is if as the FY 2000 books are closed out the $15,000 is
available then a payment will be made this year. The request for funds over the
next two years will be considered through the budget process in concert with
budget guidelines.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo provides a recommendation for the dissolution of the City Board of Health.
BACKGROUND

At its September 1999 goal setting session, the City Council discussed dissolution of the
City Board of Health. Since that time, it directed staff to work with the County on a Board
of Health transition process to assure that public health services would be provided and
needs met after the City Board of Health dissolved. I have been working on the community
health needs assessment and prioritization process and the Board of Health transition
process since November 1999.
DISCUSSION
The Board of Health is referenced in Section 23-1 "Board of Health" and Section 23-3
"Conduct of Hearing Appeals by the Board of Health" in the City Code of Ordinances. It is
also referenced in the "Dangerous Animal" Ordinance, Section 7-75 through 7-81. In this
section, "Board of Health" will be replaced with "City Council."
The transition team and the County Board of Health are compiling revenue sources to fund
the priorities of the Community Health Needs Assessment. Communicable disease follow-
up and immunization case management were high on the priority list and will be partially
funded by State public health nursing grant dollars. It has been requested that the City
provide $15,000 for three years to assist in funding these priorities, particularly as the
communicable disease follow-up duties are transitioned to the County.
RECOMMENDATION

It is recommended that the City Council repeal Sections 23-1 and 23-2 of the Code of
Ordinances which would dissolve the Board of Health. It is also recommended that
Sections 7-75 and 7-81 of the Code of Ordinances be amended by replacing "Board of
Health" with "City Council" and deleting "Board of Health" in Section 7-75(2) (see
attached.) Finally, it is recommended that the City allocate $15,000 to the County Health

Department for the next three years to assist in funding the public health priorities.
CITY COUNCIL ACTION
