AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF
DUBUQUE, IOWA, BY MODIFYING SUBSECTION (b) OF SECTION 32-214
THEREOF PROVIDING FOR THE ADDITION OF A STOP SIGN ON JAMES
STREET AT LANGWORTHY STREET
NOW, THEREFORE, BE IT ORDAINED BYTHE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa be amended
by adding James Street and Langworthy Street to Subsection (b) of Section 32-214 thereof
as follows:

SUBJECT: James Street at Langworthy Street
INTRODUCTION
The following is in response to a request from Russell M. Knight, representing Mercy
Medical Center, to install a stop sign on James Street at Langworthy Street.
DISCUSSION
Referring to the attached map, you will note that the intersection consists of three City
streets and the private exit from Mercy Medical Center. Stop signs currently exist for
eastbound traffic on Langworthy at James, westbound traffic on Mazzuchelli at
James, and for the northbound traffic exiting the two exits from the Mercy Medical
Center property. Southbound traffic on James does not stop at the intersection.
Accident records show only one accident has occurred at the intersection in the last
five years. While this low number of accidents would normally not indicate any
problem at the intersection, there is confusion over the right-of-way assignment since
many people see this as a typical 4-way stop intersection.
RECOMMENDA TION
In order to clarify right':'of-way assignment at this intersection, I would recommend the
installation of a stop sign for southbound traffic on James Street at Langworthy
Street, making the intersection a 4-way stop intersection.
The enclosed ordinance provides for the installation of a stop sign on James Street at
Langworthy Street.

ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance providing for the
installation of a stop sign for southbound traffic on James Street at Langworthy
Street.

On behalf of Mercy Medical Center I would like to request your review of the intersection of
James, Langworthy, and Mazzuchelli Streets immediately north of the hospital visitor's entrance.
Southbound traffic on James Street currently has the right of way and does not stop at this
intersection. People coming from the other three directions seem to assume the intersection is a
four-way stop. I have seen several "near-misses" as cars have pulled out in front of the
southbound traffic. I also understand that several of our patients and employees have identified
this as a potential problem.
I am told by our security staff that Mercy conducted a traffic study nearly ten years ago and
found that James Street was the most heavily utilized route to the hospital. I don't know if that is
still the case, but I suspect it might be. Apparently the City of Dubuque reviewed conditions at
the intersection after our traffic study was completed and concluded that no changes were
necessary at that time. I am sure there were valid reasons for that decision, but I am wondering if
it would be possible for you to please consider again whether a stop sign would improve safety at
that intersection without compromising traffic flow?
